Under Article 14 and Article 15 of the Draft Circular on the teaching festivals of vocational education and training teachers, the responsibilities of the units at the teaching festival are as follows:

Regarding the responsibilities of the organizer of the teaching festival:

- Coordinate with the Organizing Committee to prepare facilities, presentation rooms, and equipment for the teaching festival.

- Arrange heavy and large-size equipment for some common trades and professions as required by the Organizing Committee.

- Assist and guide the teams of teachers participating in the teaching festival.

Regarding the responsibilities of the People's Committees of provinces, municipalities, and vocational education and training institutions sending teachers to participate in the teaching festival in Vietnam:

- People's Committees of provinces and municipalities are responsible for directing the organization of training for teachers nominated to participate in the national teaching festival. The training duration shall not exceed 80 hours for each teacher registered for the teaching festival. Vocational education and training institutions are responsible for organizing training for teachers nominated to participate in the provincial-level teaching festival. The training duration shall not exceed 40 hours for each teacher registered for the teaching festival.

- People's Committees of provinces, municipalities, and vocational education and training institutions sending teachers to participate in the teaching festival in Vietnam must prepare materials, fuel, supplies, and equipment to serve the lectures of the teachers participating in the teaching festival.

Additionally, the entities organizing the teaching festival should prepare budget estimates in accordance with the Joint Circular No. 79/2012/TTLT-BTC-BLDTBXH dated May 21, 2012, from the Ministry of Finance and the Ministry of Labor - Invalids and Social Affairs, which regulates the expenditures and expenditure levels for teaching festivals of vocational education and training teachers and vocational training equipment competitions.

Note: No later than 30 working days after the end of the teaching festival, vocational education and training institutions must send reports on the results of the institutional-level teaching festival to the People's Committees of the provinces and municipalities (Department of Labor - Invalids and Social Affairs). The People's Committees of the provinces and municipalities must send reports on the results of the provincial-level teaching festival to the Ministry of Labor - Invalids and Social Affairs (General Directorate of Vocational Education and Training).
