Responsibilities of Trade Unions in Protecting Employees

The Trade Union is an organization representing the collective workforce, holding significant responsibilities and obligations in employee protection. The Labor Protection Ordinance 1991 specifically stipulates the responsibilities of the Trade Union as follows:

1. Trade unions participate with State agencies in the development of legal documents on labor protection, labor safety standards, and labor hygiene; cooperate with State agencies to propose research programs and conduct scientific and technical research on labor protection; educate, propagate, and mobilize workers to comply with labor safety and hygiene regulations; participate in the evaluation of commendations and handling of legal violations on labor protection.

2. Trade unions inspect compliance with labor protection laws and have the right to request competent authorities and employers to properly implement the laws on labor protection and labor safety and hygiene standards; have the right to request responsible persons to temporarily suspend activities at places with potential risk of labor accidents; participate in investigating labor accidents and have the right to request State agencies with competent authority to handle those responsible for labor accidents.

3. Based on State standards on labor safety and hygiene, the grassroots trade union executive committee agrees with the employer on measures to ensure labor safety, hygiene, and improve working conditions. Trade unions mobilize the development of a labor safety and hygiene movement and organize a safety and hygiene network.
