On October 23, 2014, the Ministry of Construction issued Circular 16/2014/TT-BXD guiding the implementation of Decision 48/2014/QD-TTg on policies supporting poor households in building storm and flood-resistant houses in central regions.
Responsibilities of Provincial People's Committee in Supporting Poor Households for Storm and Flood Resistant Housing Construction (illustration)
Circular 16/2014/TT-BXD specifically stipulates the responsibilities of the Provincial People's Committee in supporting poor households in constructing storm and flood resistant housing as follows:
- Reinforce the Provincial Steering Committee for Poverty Reduction Policy Implementation to direct the policy of supporting poor households in constructing storm and flood resistant housing; assign the Department of Construction as the standing agency to implement the directive or assign the Steering Committee for Housing and Real Estate Market Policy at the provincial level to implement the policy of supporting poor households in constructing storm and flood resistant housing as prescribed in Decision 48/2014/QD-TTg;- Organize the implementation of the policy supporting poor households in constructing storm and flood resistant housing within the locality, ensuring compliance and suitability with the actual conditions of the locality, ensuring support is provided to the right subjects, for the right purposes, and effectively. Allocate support capital from the local budget and management funds as prescribed in Decision 48/2014/QD-TTg. In addition to the funds and amounts specified in Decision 48/2014/QD-TTg, depending on actual conditions, provinces and centrally governed cities can provide additional support from the local budget to enhance the quality of storm and flood resistant housing for households;- Organize the preparation and approval of the Scheme to support poor households in constructing storm and flood resistant housing within the locality and send the approved Scheme to the Ministry of Construction as the lead agency. Concurrently, send to the Ministry of Planning and Investment, the Ministry of Finance, and the Social Policy Bank to consolidate and report to the Prime Minister for consideration and decision on allocation of support capital from the central budget;- Direct relevant agencies and local government levels to cooperate with organizations and associations in the locality to mobilize the community to support and help poor households in constructing storm and flood resistant housing;- Frequently inspect and supervise the implementation, ensuring the policy reaches each poor household eligible for support per Decision 48/2014/QD-TTg; prevent loss and negativity; ensure poor households have storm and flood resistant housing after being supported as regulated; take preventive measures against illegal transferring of storm and flood resistant houses;- Submit monthly and quarterly reports on implementation results to the Ministry of Construction for aggregation and reporting to the Prime Minister;- Prepare capital plans for policy implementation (including all sources of funds), report progress, and annual disbursement results to the Ministry of Construction, the Ministry of Planning and Investment, the Ministry of Finance, and the Social Policy Bank as the basis for consolidating support and loan plans;- Direct the implementation of communication and dissemination of the policy supporting poor households in constructing storm and flood resistant housing to people through local mass media such as newspapers, radio, banners, posters, and leaflets. Publicly announce the standards and subjects eligible for the policy;- Issue guiding regulations in accordance with this Circular to ensure suitability with the characteristics and conditions of the locality for effective implementation of the policy supporting poor households in constructing storm and flood resistant housing.
