Responsibilities of the Ministry of Labor, Invalids, and Social Affairs regarding the preferential treatment for people with meritorious services to the revolution

The Ordinance on Incentives for People with Meritorious Services to the Revolution (Revised 2012) was promulgated on July 16, 2012. This Ordinance amends and supplements certain provisions of the Ordinance on Incentives for People with Meritorious Services to the Revolution 2005, particularly by adding regulations regarding the responsibilities of the Ministry of Labor, War Invalids, and Social Affairs (MoLISA) concerning incentives for people with meritorious services to the revolution.

Specifically, according to the provisions stipulated in Clause 21, Article 1 of the Ordinance on Incentives for Persons with Meritorious Service to the Revolution (amended 2012) which supplements Article 34a after Article 34 of the Ordinance on Incentives for Persons with Meritorious Service to the Revolution 2005, the Ministry of Labor, War Invalids, and Social Affairs within the scope of its tasks and powers has the following responsibilities:

First, develop and submit to the competent authorities for promulgation or promulgate according to the authority the legal normative documents concerning persons with meritorious service to the revolution.

Second, plan and organize the management of the social facilities system to nurture and care for persons with meritorious service to the revolution.

Third, plan and guide the implementation of plans for memorial works dedicated to martyrs; stipulate the management of such memorial works.

Fourth, guide and direct the reception of martyr remains, identify martyrs' remains lacking information, and provide information about martyrs' graves.

Fifth, take the lead, in cooperation with ministries, central authorities, local authorities, and political-social organizations, to organize movements to show gratitude, manage the Gratitude Fund; propagate, mobilize, summarize, evaluate, and expand advanced examples and work on emulation and commendation in the field of persons with meritorious service to the revolution.

Sixth, take the lead, in cooperation with relevant ministries and equivalent agencies, to stipulate policies, standards, and methods to provide orthotic tools and assistance devices for persons with meritorious service to the revolution.

Seventh, inspect, supervise, and resolve complaints and denunciations regarding the implementation of laws concerning persons with meritorious service to the revolution.

Eighth, implement international cooperation concerning persons with meritorious service to the revolution.

Ninth, carry out statistics work concerning persons with meritorious service to the revolution.
