Decree 118/2018/ND-CP was issued on September 12, 2018. This decree stipulates the military-civilian medical cooperation and the responsibilities in implementing the military-civilian medical cooperation. So, what are the responsibilities of the Ministry of Health in this matter?
According to the provisions of Article 14 of Decree 118/2018/ND-CP, the Ministry of Health has the following responsibilities:
Preside, cooperate with the Ministry of Defense to guide, organize implementation, inspect, audit, and evaluate the results of the activities combining civilian and military healthcare as stipulated in Decree 118/2018/ND-CP.
Propose investment policies for activities combining civilian and military healthcare according to public investment laws.
Responsibilities in implementing the combined activities in disease prevention and control:
- Develop and issue professional guiding documents on disease prevention and control;- Organize and direct the health sector units to cooperate with military healthcare forces to implement the coordinated activities stipulated in clauses 3, 5, 6, 7, and 8 of Article 5 of Decree 118/2018/ND-CP.
Responsibilities in implementing the combined activities in medical examination, treatment, and health programs:
- Organize coordinated activities stipulated in clauses 2, 3, 4, 5, and 6 of Article 6 of Decree 118/2018/ND-CP;- Guide civilian health units in organizing and implementing the coordinated activities stipulated in clause 2 of Article 7 of Decree 118/2018/ND-CP;- Develop, submit for approval, or approve according to authority the investment funds for combined civilian and military healthcare activities in medical examination and treatment as prescribed.
Responsibilities in implementing the combined activities in disaster prevention, response, and recovery:
- Direct and guide health sector units to develop plans for combined civilian and military healthcare in disaster prevention and response according to the stipulations of Article 9 of Decree 118/2018/ND-CP;- Inspect and urge units and localities to implement the combined civilian and military healthcare plans in disaster prevention and response;- Direct the compilation of documents, organize training, and professional capacity building in healthcare disaster response;- Mobilize health sector units to participate in disaster prevention and response and ensure funding for these activities.
Responsibilities in implementing the combined activities in organizing the reserve health force:
- Direct, guide, inspect, and urge the Department of Health in their duties of building the reserve health force;- Develop and submit for competent authority approval the plan to support provinces in building the reserve health force;- Coordinate with the Ministry of Defense in inspecting and evaluating the quality and readiness of the reserve health force.
Responsibilities in implementing the combined activities in building the mobilization health force:
- Direct, guide, inspect, and urge the Department of Health in their duties of building the mobilization health force;- Develop and submit for competent authority approval the plan to support provinces in building the mobilization health force;- Coordinate with the Ministry of Defense to inspect and evaluate the quality and readiness of the mobilization health force.
Ensure recurrent funding for the combined civilian and military healthcare activities of units under the management of the Ministry of Health and funds for organizing the implementation of tasks stipulated in Decree 118/2018/ND-CP.
Organize the preliminary and final review of combined civilian and military healthcare activities nationwide and compile reports for the Prime Minister as stipulated.
