Responsibilities of the Head and Deputy Head of the Department

Currently, the Department is an agency under the Provincial People's Committee; performing the function of advising and assisting the Provincial People's Committee in local state management of industries and fields as stipulated by law and as assigned or authorized by the Provincial People's Committee, Chairman of the Provincial People's Committee.

Responsibilities of the head, deputy head of the department are stipulated by Decree 24/2014/ND-CP as follows:

- The head of the department under the Provincial People's Committee (hereinafter referred to as the Director of the department) is responsible to the People's Committee, the Chairman of the Provincial People's Committee, and before the law for the performance of functions, duties, and powers of the department.- The deputy head of the specialized agency under the Provincial People's Committee (hereinafter referred to as the Deputy Director of the department) assists the Director of the department in directing certain aspects of work and is responsible to the Director of the department and before the law for assigned tasks. When the Director of the department is absent, a Deputy Director of the department is authorized by the Director to manage the activities of the department.

- The number of Deputy Directors of the department shall not exceed 03 persons; specifically, the number of Deputy Directors of departments under the Hanoi City People's Committee and the Ho Chi Minh City People's Committee shall not exceed 04 persons.

- Appointment, dismissal, transfer, rotation, commendation, discipline, resignation, retirement, and implementation of policies for the Director and Deputy Director of the department shall be decided by the Chairman of the Provincial People's Committee according to the provisions of the law.
