At Article 3 of Circular 24/2014/TT-BQP stipulates the responsibilities of the General Staff as follows:

- Act as the central coordinating agency with relevant agencies and organizations within and outside the Military to assist the Minister of National Defense, the Government of Vietnam in performing state management on national defense and security education (hereinafter abbreviated as NDSE).

- Direct the Standing Office of the Central Committee for NDSE to coordinate with related agencies and organizations inside and outside the Military to consult, advise, and propose to the Standing Committee of the Central Committee for NDSE and the Central Committee for NDSE on policies, plans, schemes, content, and measures for organizing and implementing NDSE.

- Preside, cooperate with the General Political Department to propose to the Central Military Commission and the Ministry of National Defense decisions regarding organization, staffing, functional groups, and highest military rank of detached officers performing NDSE duties.

- Coordinate with the General Political Department to propose to the Central Military Commission and the Ministry of National Defense the assignment of detached officers to NDSE centers, higher education institutions, and state management agencies for education and training; manage detached officers according to the assigned levels.

- Direct and guide agencies and units in ensuring weapons, military explosives, technical equipment, specialized teaching tools, training grounds, practice fields, and shooting ranges for teaching and learning NDSE in educational institutions nationwide;

- Ensure means and materials for NDSE for agencies, units, and military schools assigned with NDSE tasks, and provide common uniforms for students studying at NDSE centers nationwide;

- Assist the Ministry of National Defense and the Central Committee for NDSE in guiding, inspecting, supervising, summarizing, reviewing, rewarding, resolving complaints, denouncing, and handling violations concerning NDSE as per authority.
