Recently, the Ministry of National Defense issued Circular 24/2014/TT-BQP stipulating the tasks and powers of agencies and units under the Ministry of National Defense, the military commands of central ministries and sectors regarding national defense and security education; fostering national defense and security knowledge in the Vietnam People's Army.
Responsibilities of the General Department of Politics in National Defense and Security Education and Training (Illustrative Image)
According to Article 5 of Circular 24/2014/TT-BQP, the General Department of Politics has the following responsibilities:
Direct and guide party work, political work, propaganda, and dissemination regarding National Defense and Security Education and Training (GDQPAN).
Coordinate with the General Staff to assist the Ministry of National Defense and the Central Military Commission in deciding on the organization, staffing, job groups, and the highest military ranks of seconded officers performing GDQPAN duties; take the lead in assisting the Minister of National Defense and the Central Military Commission in appointing seconded officers to centers, higher education institutions, and state management agencies on education; manage seconded officers according to the hierarchy.
Coordinate with the General Staff, relevant agencies, and organizations to assist the Ministry of National Defense in directing subordinate agencies and units, the military command boards of ministries and central authorities, and localities to implement GDQPAN.
Participate in teaching, training, propagating, and disseminating national defense and security knowledge; compile, revise programs, curricula, textbooks, and materials; and conduct scientific research on GDQPAN.
Coordinate with relevant agencies and organizations to assist the Ministry of National Defense in guiding, inspecting, supervising, summarizing, reviewing, rewarding; resolving complaints, denunciations, and handling violations related to GDQPAN according to their authority.
