Circular 08/2015/TT-BGTVT regarding the rescue operation and cost estimation standards for rescue operations on highways issued by the Minister of Transport on April 14, 2015.
Responsibilities of the highway operation and maintenance unit (Illustration)
Circular 08/2015/TT-BGTVT stipulates that the highway operation and maintenance unit must have the following responsibilities:
- Notify the highway management agency and investors of the information: name, location, capability, approach direction to the scene, and contact phone number of all facilities involved in providing rescue services for each highway;- Receive information, make rescue requests, and organize the implementation of rescue according to the approved rescue plan;- Record rescue logbook;- Confirm that the vehicle owner and vehicle operator have fulfilled financial obligations related to the rescue in order to allow the releasing of goods and vehicles stored at the gathering point after the rescue;- Annually, the operation and maintenance unit shall organize the selection of qualified rescue units that meet the rescue plan and have reasonable rescue prices; notify the highway management agency and investors as stipulated.
Additionally, the highway management agency has the following responsibilities:
- Inspect and supervise the operation and maintenance unit in the implementation of rescue work and compliance with the rescue plan;- Inspect and supervise the organization of rescue work as stipulated in Clause 2, Article 3 of this Circular by related units; promptly propose to the competent authority for adjustments and additions suitable to actual conditions.
