Responsibilities of the Drug Administration Department in the Pilot Program for Drug Price Management

The content of this regulation is detailed in Circular 06/2013/TT-BYT issued by the Ministry of Health, guiding the pilot implementation of drug price management using the maximum wholesale markup method for drugs funded by the state budget and health insurance.

To effectively implement the pilot management of drug prices using the maximum wholesale markup method for drugs funded by the state budget and health insurance, the Drug Administration must fulfill the responsibilities stipulated in Article 8 of Circular 06/2013/TT-BYT as follows:

First, act as the focal point, cooperate with relevant units under the Ministry of Health, Ministry of Finance, Ministry of Industry and Trade, and Vietnam Social Security to organize and guide the pilot implementation:

- Aggregate information on production costs for domestically produced drugs reported by manufacturing facilities or procurement facilities, and the actual CIF prices for imported drugs provided by the General Department of Customs for items containing the active ingredients under the pilot scheme, which are marketed to provide to units implementing the pilot.

- Coordinate with the Planning and Finance Department in monitoring, supervising, and addressing any arising issues, difficulties, and inadequacies during the pilot implementation to report to the Ministry of Health's Leadership for prompt direction and resolution.

- If necessary, organize working groups to guide units in organizing and implementing the pilot.

Second, cooperate with relevant units to evaluate, summarize, and draw experiences to present to the Ministry of Health's Leadership for reporting to the Prime Minister on the results of the pilot implementation and propose future implementation directions.

Along with this, the Circular also stipulates that the Planning and Finance Department is responsible for acting as the focal point in monitoring, supervising, and receiving issues, difficulties, and inadequacies arising during the pilot implementation to report to the Ministry of Health's Leadership for prompt direction and resolution.
