The content is detailed in Circular 07/2013/TT-BYT issued by the Ministry of Health, which stipulates the standards, functions, and duties of village health workers.
Based on the characteristics and actual situation of the locality, the Department of Health of the province or city directly under the Central Government must fulfill the responsibilities for managing village health workers as stipulated in Article 8 of Circular 07/2013/TT-BYT as follows:

- Preside and cooperate with relevant agencies to submit to the provincial People's Committee of the city directly under the Central Government for consideration and decision on:
- The number, selection process, management unit, and payment of allowances for village health workers based on legal regulations;
- The list of villages still facing difficulties in maternal and child health care that need to arrange 01 village midwife;
- In cases where the village is arranged with 01 village health worker for primary health care and 01 village midwife, the provincial People's Committee decides that the village health worker for primary health care may not have to perform the duties specified in point c, clause 1, Article 4 of this Circular based on the actual needs of the locality and the performance of the village health worker and village midwife.
- Develop and implement training and continuous training plans for village health workers as stipulated in clause 1, Article 2 of this Circular;
- Direct and guide the integration of village health worker activities with collaborators of health programs to enhance the effectiveness of village health workers;
- Continue to employ those currently working as village health workers and village midwives who do not yet meet the professional qualifications specified in clause 1, Article 2 of this Circular (if any) to ensure the stability of the village health network and have a plan to standardize the professional qualifications of these individuals within 12 months from the effective date of this Circular.
