Responsibilities of the Commune People's Committee in Supporting Poor Households to Build Storm and Flood Prevention Housing

This is a noteworthy content in Circular 16/2014/TT-BXD guiding the implementation of Decision 48/2014/QD-TTg on policies supporting poor households in constructing storm and flood-resistant houses in the Central region.

Circular 16/2014/TT-BXD specifically stipulates the responsibilities of the Commune People's Committee regarding support for poor households to build storm and flood-resistant houses in the Central region as follows:

1. Strengthen the Commune-level Poverty Reduction Committee to implement policies;

2. Review and compile the list of households eligible for support, and simultaneously prepare the list of households in need of loans for submission to the District-level People's Committee for approval;

3. Organize the acceptance and verification of the completed construction volume of the foundation for households constructing new houses or the completion of 30% of the construction work volume of the floor above the flood level for households renovating or upgrading existing houses. Verify the completion of the project to put it into use as the basis for disbursement and payment of support funds and loans according to regulations. Each type of report is made in 03 copies: 01 copy for the household, 01 copy sent to the District-level Finance - Planning Department, and 01 copy for the Commune-level People's Committee to consolidate and send to the Social Policy Bank for loan disbursement;

4. Prepare completion dossiers for each household supported in building storm and flood-resistant houses, including:

- Extract the list of poor households supported in building storm and flood-resistant houses;- Application for support in building storm and flood-resistant houses from the household;- Acceptance and verification reports of the completion of storm and flood-resistant house construction by stage, and the completion report of such houses brought into use;- Disbursement documents of support funds;- Loan documents for housing construction.
