According to Article 8 of Circular 19/2015/TT-BTNMT, the Assessment Team comprises up to 5 members, including: The Team Leader, who is a representative of the assessment authority, and members, who are representatives from certain Ministries, Departments, or relevant Provincial Departments of Natural Resources and Environment, and experts with specialized knowledge and experience in the field of environmental monitoring. The responsibilities of the Assessment Team members include:
- The members of the Assessment Team are responsible for accurately and objectively evaluating the conditions of environmental monitoring service activities as regulated in Article 8 and Article 9 of Decree No. 127/2014/ND-CP dated December 31, 2014, of the Government of Vietnam;- Reviewing dossiers and documents, and assisting the assessment authority in conducting on-site inspections and evaluations at organizations applying for certification of eligibility to operate environmental monitoring services;- Managing the provided dossiers and documents in accordance with the law, ensuring that there is no loss or unauthorized disclosure of information to third parties, and submitting all dossiers and documents back to the Assessment Authority after completing the task; not using inspection and evaluation results in violation of intellectual property laws;- Completing Evaluation Forms and Inspection Reports at organizations according to Form No. 2, Appendix 1 issued with this Circular, and compiling Evaluation and Inspection Minutes at organizations according to Form No. 3, Appendix 1 issued with this Circular;- Participating in meetings convened by the assessment authority and Assessment Council meetings; finalizing the Minutes through specialized sessions when necessary;- Bearing legal responsibility for the objectivity and honesty of the comments, evaluations, and assessments of the environmental monitoring service operating conditions and the tasks assigned during the assessment process.
Additionally, the Assessment Team works on a collective principle, discussing openly and directly among the members, and articulating their views on the Evaluation Form at the environmental monitoring service operating organization.
