Responsibilities of state agencies in preparing the 2014 state budget expenditure estimate in Vietnam (Illustrative Image)
To be specific, in Article 10 of Circular 90/2013/TT-BTC, it is stipulated that Ministries, central, and local agencies should develop plans to carry out key political tasks that are focal and feasible within the year 2014. Based on this, they should prepare the State Budget expenditure estimate in accordance with current legal regulations on policies, standards, and spending norms within the scope of the assigned inspection number by competent authorities, proactively arranging spending tasks by priority level; and should implement savings and waste prevention right from the stage of budget estimation.
To promptly serve the preparation of the 2014 State Budget estimate, sector-managing Ministries and fields are responsible for:
- Continuously reviewing the system of economic-technical norms within the managed sector and field to amend, supplement, or abolish norms under their authority or propose competent authorities to abolish or amend, supplement those economic-technical norms that are not suitable with the reality.
- Conducting an overall review of all policies that have been issued in the recent time (especially social security policies), based on integrating the policies, abolish them under their authority or propose competent authorities to immediately abolish overlapping, ineffective policies; minimize the issuance of new policies (including expansion in scope and target groups of ongoing social security policies) that increase State Budget expenditures. Only propose policies to competent authorities when resources are balanced, ensuring feasibility in implementation.
