Responsibilities of provincial People’s Committees in management and common-use of technical infrastructure works in Vietnam

Below is the noteworthy content specified in Decree 72/2012/ND-CP introducing a number of tax policies in order to resolve difficulties for organizations and individuals, issued on September 24, 2012.

Responsibilities of provincial People’s Committees in management and common-use of technical infrastructure works in Vietnam (Internet image) 

Article 22 of Decree 72/2012/ND-CP stipulates the responsibilities of provincial People’s Committees in management and common-use of technical infrastructure works in Vietnam as follows:

  • Provincial People’s Committees shall uniformly state manage on common-use of technical infrastructure works, assign tasks for specialized agencies, decentralize responsibilities for People’s Committees in urban areas in localities.
  • To promulgate documents detailing management, decentralization of management and common-use of technical infrastructure works intra vires.
  • To direct combination of common-use when making plan to develop common-used technical infrastructure works in managed localities.
  • To raise investment capital from other economic sectors to participate in construction of common-used technical infrastructure works.
  • To promulgate mechanism, policy to encourage organizations, individuals being eligible as prescribed by law to participate in investment in construction, management of common-used technical infrastructure works operation.
  • To assume the prime responsibility for, and coordinate with relevant ministries, sectors to solve disputes on common-use of technical infrastructure works in localities as prescribed by law.
  • To popularize and develop implementation of legal documents providing on managing common-use of technical infrastructure works in localities.

More details can be found in Decree 72/2012/ND-CP, which comes into force from November 10, 2012.
