Currently, there are numerous serious traffic accidents occurring at the intersection between road and railway due to the lack of focus of the individuals responsible for guarding. This indicates that the responsibility of these individuals is extremely important.
The State has issued numerous policies regulating guard responsibilities, one of which is Circular 28/2018/TT-BGTVT which prescribes the provision of information supporting guards at intersections between roads and railways.
According to Circular 28, the responsibilities of organizations and individuals assigned to guard duties include:
- Providing relevant information of the guard personnel to railway infrastructure business enterprises, special-use railway owners, and local authorities where the railway passes through according to the classification and authorization by the Provincial People's Committee to coordinate in guard activities.- Coordinating with railway infrastructure business enterprises, special-use railway owners, and local authorities where the railway passes through according to the classification and authorization by the Provincial People's Committee to receive information supporting guard activities, and receiving guidance and training on railway traffic safety, skills in receiving information supporting guard activities, and using guard equipment.- Managing and using equipment serving guard activities at guard points.- Implementing according to the agreement on the provision of information supporting guard activities.- Promptly notifying railway infrastructure business enterprises, special-use railway owners, and local authorities where the railway passes through according to the classification and authorization by the Provincial People’s Committee about incidents, malfunctions of the equipment serving guard activities at guard points.
