Responsibilities of Officers at Detention Facilities Regarding Inmate Custody

The officers and soldiers at the detention facilities are responsible for strictly implementing the provisions of Circular 81/2019/TT-BCA, specifically as follows:

- Strictly comply with the People's Public Security Ordinance when contacting and working with agencies, organizations, and individuals.

- Detect and promptly report to the unit leaders any acts of violation of the regulations on implementing democracy in managing and educating detainees and pre-trial detainees.

- Utilize the necessary equipment and means to serve their work as prescribed.

- Advise the Head of the detention facility on matters ensuring the implementation of democracy in the detention and pre-trial detention work.

- Do not arbitrarily make contact to exploit, borrow, request, buy, sell, or receive money or gifts from detainees, pre-trial detainees, or their relatives in any form, or bring items from the prohibited list into the detention facility; assist, conceal for detainees, pre-trial detainees, and others to violate the regulations of the detention facility, thus affecting the investigation, prosecution, trial, and execution of sentences. Strictly comply with regulations on preventing torture, coercion, using corporal punishment, and other forms of cruel, inhumane, degrading treatment or punishment, or any other form of violating the lawful rights and interests of detainees and pre-trial detainees.
