Responsibilities of Ministries, central authorities in renovating provincial reserve force training facilities in Vietnam - Illustrative Image

In Articles 12, 13, and 14 of Decree 92/2020/ND-CP, the responsibilities of the Ministry of National Defense of Vietnam in the renovation, investment, construction, and management of provincial reserve force training facilities in Vietnam are defined as follows:

- Direct military zones, provincial military agencies to lead, cooperate with local agencies and sectors to advise the provincial People's Committees in the renovation, investment, construction, and management, use of provincial reserve force training facilities.

- Provide opinions on the renovation and upgrading of provincial reserve force training facilities as stipulated in Clause 2, Article 6 of this Decree.

- Guide, supervise, inspect, and manage the use of reserve force training facilities.

Additionally, the responsibilities of related ministries and central authorities and provincial People's Committees include the renovation, investment, construction of provincial reserve force training facilities. To be specific:

- Ministry of Planning and Investment: Guide related ministries and central authorities and localities in formulating medium-term and annual public investment plans, including tasks of renovating, investing, and constructing provincial reserve force training facilities.

- Ministry of Finance: Aggregate and present to the competent authority the support for localities receiving supplementary funds from the central budget to invest, renovate training grounds, drill grounds, barracks, and auxiliary works for reserve training as prescribed by the Law on State Budget and guiding documents.

- Related ministries and central authorities: Guide provincial People's Committees on the renovation, investment, and construction of provincial reserve force training facilities according to assigned functions and tasks.

- Provincial People's Committees direct military agencies at the same level to lead, cooperate with provincial departments, agencies in planning the comprehensive renovation, investment, and construction of provincial reserve force training facilities.

- Provincial People's Committees allocate budgets to ensure the renovation, investment, and construction of provincial reserve force training facilities as stipulated by the Law on Public Investment.

- Provincial People's Committees conduct inspection and inspection of the renovation, investment, construction, and management of reserve force training facilities.
