Responsibilities of Healthcare Facilities Participating in Tuberculosis Management Coordination

The content of this is detailed in Circular 02/2013/TT-NHNN of the Ministry of Health, which stipulates the coordination between medical facilities in the management of tuberculosis.

According to the provisions of Article 12 of Circular 02/2013/TT-BYT, medical establishments participating in the coordination of tuberculosis management have the following responsibilities and benefits:

Firstly, regarding responsibilities:

- Medical establishments are responsible for participating in the detection and referral of tuberculosis suspects to registered tuberculosis diagnostic facilities.- Medical establishments not belonging to the tuberculosis prevention network that are involved in diagnosing and/or treating tuberculosis must register with the Central Tuberculosis Program for hospitals under the Ministry of Health, and provincial hospitals must register with the Provincial Tuberculosis Program to report to the Department of Health for approval and ensure the provision of services as per the registered content.- Implement policies on recording and reporting as prescribed in Articles 13 and 14 of this Circular.- Subject to oversight, and quality control by the Department of Health, the National Tuberculosis Program, and the Provincial Tuberculosis Program.

Secondly, regarding benefits:

- Receive training, guidance, and professional support to ensure the quality of tuberculosis detection, diagnosis, and treatment following the guidance of the Ministry of Health.- Be provided with medicines, consumables, books, and forms according to the registered service provision content.- Officials, public employees, and workers at state healthcare establishments are entitled to preferential occupation allowances as prescribed in Joint Circular 02/2012/TTLT-BYT-BNV-BTC by the Ministry of Health, Ministry of Home Affairs, and Ministry of Finance guiding the implementation of Decree 56/2011/ND-CP prescribing the preferential occupation allowance policies for officials and public employees working at public healthcare establishments; enjoy special allowance policies as prescribed in Decision 73/2011/QD-TTg stipulating several special allowance policies for officials and public employees, workers in public healthcare establishments, and epidemic prevention allowances; receive remuneration as prescribed in Joint Circular 147/TTLT-BYT-BTC, Ministry of Finance guiding the management and use of funds for implementing the National Target Program; enjoy hazardous and dangerous allowance policies as stipulated in Circular 07/2005/TT-BNV guiding hazardous and dangerous allowance policies for officials and public employees and Official Dispatch 6608/BYT-TCCB guiding the implementation of hazardous and dangerous allowance policies for healthcare staff; enjoy material supplementation policies as stipulated in Joint Circular 13/2012/TTLT-BLDTBXH-BYT guiding the implementation of material supplementation policies for workers working under hazardous and dangerous conditions.- Private medical establishments and other organizations and individuals participating in the detection, diagnosis, treatment, and care of tuberculosis patients are entitled to remuneration as prescribed in Joint Circular 147/TTLT-BYT-BTC guiding the management and use of funds for implementing the National Target Program.
