Regarding this issue, LawNet would like to answer as follows
On March 6, 2024, the Minister of Education and Training issued Circular 02/2024/TT-BGDDT) amending and supplementing certain provisions of the Regulations on the High School Graduation Examination issued together with Circular 15/2020/TT-BGDDT, amended by Circular 05/2021/TT-BGDDT, Circular 06/2023/TT-BGDDT of the Minister of Education and Training.
The responsibilities of candidates in the 2024 High School Graduation Exam are as follows:
- Register for the exam as prescribed in Article 13 of the Regulations and according to the annual instructions for organizing the High School Graduation Exam issued by the Ministry of Education and Training. Candidates are responsible for keeping their account information and passwords confidential when logging into the Exam Management System. In case a candidate forgets their account and password, they should contact the registration location to receive support.
- Be present at the exam room at the designated time stated in the Examination Notice to complete the examination procedures:
+ Present their Identification Card or Citizen Identity Card (referred to as Citizen Identity Card) and receive the Exam Admission Card;
+ If any errors are found in their surname, middle name, given name, date of birth, priority object, or priority area, they must promptly report them to the invigilators or the person in charge at the Examination Center for timely resolution;
+ In the event of losing the Citizen Identity Card or other necessary documents, they must report them immediately to the Examination Center Director for consideration and resolution.
- Be present in the exam room at the designated time for each exam session, obey the instructions of the Exam Supervising Board and the invigilators. Candidates who arrive more than 15 minutes late after the start time specified for the exam session will not be allowed to take that exam session.
- Must comply with the following regulations in the exam room:
+ Present the Exam Admission Card to the invigilators; sit in the assigned seat with their assigned candidate number;
+ For the purpose of the exam, candidates are allowed to bring the following items into the exam room: pens, rulers, pencils, erasers, compasses, graph rulers, drawing tools, handheld calculators without text editing functions, and memory card; Vietnam Geography Atlas, compiled according to the 2006 General Education Program (without any additional markings or writings);
Prohibited items in the exam room include: carbon paper, erasers, alcoholic drinks; weapons and explosives; documents, communication devices (information receiving, transmitting, recording, filming) or containing information for cheating during the exam;
+ Before starting the exam, candidates must enter their candidate number and personal information on the test paper, exam paper, Multiple-Choice Answer Sheets, and draft paper. When receiving the test paper, they must carefully check the page numbers and quality of the printed pages; if any missing, torn, damaged, or blurred pages are found, they must immediately report them to the invigilators in the exam room, no later than 05 (five) minutes from the start of the exam.
+ Maintain order in the exam room; report to the invigilators immediately if someone copies their answers or intentionally interferes with their answers; not exchange, discuss, copy answers from others, allow others to copy their answers, use unauthorized materials to take the exam, or commit any cheating gestures or actions; If candidates want to express their opinions, they must raise their hand and ask for permission from the invigilators, and after being granted permission, they can openly present their opinions. Candidates are not allowed to make special marks or symbols or write with pencils, except for filling in the boxes on the Multiple-Choice Answer Sheets; they are only allowed to write with one ink color (red ink is not allowed);
+ Candidates must not leave the exam room until the completion of the multiple-choice exam time; for the essay exam session, candidates may be allowed to leave the exam room and exam area after two-thirds (2/3) of the exam time has elapsed, and they must submit their exam papers along with the test paper and draft paper before leaving the exam room. In necessary cases, candidates are only allowed to leave the exam room with the permission of the invigilators and must be supervised by the exam center staff. When candidates need to leave the exam room or exam area due to emergency situations requiring medical attention, they must be supervised by the police and exam center staff until the end of the exam time, as determined by the Examination Center Director;
+ When there is an end-of-test signal, you must stop taking the test immediately and preserve the test intact. When submitting the essay exam, you must clearly state the number of exam papers submitted and sign the exam receipt; Candidates who cannot complete the exam must also submit the exam paper (for essay exams) and the multiple-choice answer sheet (for multiple-choice exams).
- When taking multiple-choice exams, in addition to the above regulations, candidates must comply with the following:
+ Answer the exam on the provided multiple-choice answer sheets as prescribed by the Ministry of Education and Training; only use a black pencil to fill in the candidate number, exam code, and answer choices; in case of mistakes or wanting to change the answer, erase the previous mark completely and then mark the chosen answer.
+ Fill in accurate and complete information in the blank sections on the top of the multiple-choice answer sheets; for the candidate number, write all the digits (including leading zeros); correctly fill in the exam code on both exam receipt forms.
+ When receiving the exam paper, carefully check to ensure that the components of each natural science or social science exam in the combination exam have the same exam code; if the exam codes are not the same, candidates must immediately inform the invigilators within 05 (five) minutes from the time the exam paper is distributed; keep the exam paper under the multiple-choice answer sheets; and not look at the content of the exam paper until allowed by the invigilators.
+ Check the exam paper to ensure the correct number of questions, the number of pages as stated in the exam paper, and that all pages of the exam paper have the same exam code.
+ Do not submit the exam paper before the time is up; when the time is up, submit the multiple-choice answer sheets to the invigilators and sign on both exam receipt forms.
+ Only leave the exam room after the invigilators have verified the number of multiple-choice answer sheets from the entire exam room and allow candidates to leave the exam room.
+ Candidates who only take the first and/or second component exams in the combination exam: after submitting the multiple-choice answer sheets, candidates leave the exam room and move to the waiting area until the time is up for the last exam before leaving the exam area. While moving to the waiting area and during the time in the waiting area, candidates must maintain order and strictly follow the instructions of the supervisors or waiting area managers. If necessary, candidates can only leave the waiting area with permission from the waiting area manager and must be supervised by a supervisor when outside the waiting area.
+ Candidates who only take the second and/or third component exams in the combination exam must be present at the designated location before the exam paper is distributed for at least 10 minutes for preparation. If candidates arrive earlier (15 minutes or more before the exam paper distribution), they must wait in the designated waiting rooms.
+ Candidates who only take the first and third component exams in the combination exam: immediately after the time is up for the first component exam, candidates must remain seated, maintain order, place the multiple-choice answer sheets with the answer section facing down on the desk at their seat, and keep the multiple-choice answer sheets during the waiting time for the next component exam.
