According to Article 19 of Circular 24/2015/TT-BKHCN which stipulates the management responsibilities toward specialized science and technology inspectors of the Chief Inspector of the Ministry, Chief Inspector of the Department in Vietnam:

- Organize or propose to competent authorities the implementation of policies and ensure operational conditions for inspectors under direct management authority.

- Assign, supervise, and inspect the performance of duties by inspectors.

- Propose to competent state authorities the appointment, dismissal, rank promotion, rank transfer, mobilization, training, and development of inspectors.

- Evaluate inspectors under management authority according to regulations.

- Manage and inspect the use of uniforms, insignia, badges, and Inspector Cards.

- Implement reward and disciplinary policies for inspectors under authority or propose to competent authorities for the reward and discipline of inspectors according to regulations.

- Compile statistics and report on the situation of inspectors within direct management to the superior inspection management authority.

- Handle complaints and denunciations against inspectors as per legal regulations.

- Perform other duties and powers as prescribed by law.

Additionally, Article 20 of Circular 24/2015/TT-BKHCN stipulates management responsibilities toward specialized inspection officials of the General Director, Director as follows:

- Inspect and supervise the performance of duties of specialized inspection officials according to inspection laws.

- Ensure operational conditions, policies, and policies for specialized inspection officials as regulated.

- Assign specialized inspection officials to participate in professional inspection training as per regulations.

- Evaluate specialized inspection officials under direct management according to regulations.

- Manage and inspect the use of uniforms, insignia, badges, and cards within direct management authority.

- Implement reward and disciplinary policies for specialized inspection officials under authority or propose to competent authorities for rewards and discipline according to regulations.

- Aggregate and report the number and task performance situation of specialized inspection officials within direct management as required by the competent authority.

- Review and compile lists of officials holding inspection ranks of the General Department, Department and report to the Ministry’s Rank Transfer Council for dismissal and transfer to equivalent official ranks as prescribed by law in Vietnam.

- Handle complaints and denunciations against specialized inspection officials as per legal regulations.

- Perform other duties and powers as prescribed by law.

More details can be found in Circular 24/2015/TT-BKHCN, which comes into effect in Vietnam from January 15, 2016.
