The Ministry of Finance issues Circular 14/2017/TT-BTC guiding the management and use of maritime safety fees sourced from state budget revenues and the financial mechanism in the provision of public utility services ensuring maritime safety.
Circular 14 stipulates the preparation, allocation, and assignment of estimates for maritime security fees under the responsibility of the following agencies:
Preparation of revenue estimates:
- Annually, based on the inspection number of maritime security fee revenue estimates notified by the Ministry of Finance to the Ministry of Transport; the Ministry of Transport then notifies the Vietnam Maritime Administration.- The Vietnam Maritime Administration prepares the maritime security fee revenue estimates and submits them to the Ministry of Transport for review and consolidation into the Ministry's state budget estimates to be sent to the Ministry of Finance for aggregation.
Allocation and assignment of revenue estimates:
- Based on the annual maritime security fee revenue estimates assigned by the competent authority, before December 31, the Ministry of Transport allocates and assigns the maritime security fee revenue estimates to the Vietnam Maritime Administration so that the Vietnam Maritime Administration can assign revenue estimates to the maritime port authorities; simultaneously, it sends copies to the Ministry of Finance, the Ministry of Transport, and the State Treasury.
