Responsibilities for managing the refresher training program for officials and public employees in Vietnam

The Government of Vietnam allocates responsibilities for managing Refresher training programs for officials and public employees in the Draft Decree amending and supplementing several articles of Decree 101/2017/ND-CP dated September 01, 2017 by the Government of Vietnam regarding the training and refresher training of officials and public employees in Vietnam as follows:

Responsibilities for managing the refresher training program for officials and public employees in Vietnam (illustrative image)

+ Ministry of Home Affairs of Vietnam manages:

- Refresher training programs for state management knowledge according to the official rank standards;

- Refresher training programs for state management knowledge before appointing to leadership, management positions specified in Clause 5 and Point a, Clause 8, Article 17 of Decree No. 101/2017/ND-CP.

+ Ministries, ministerial-level agencies, agencies under the Government of Vietnam, central socio-political organizations manage:

- Refresher training programs for leadership, management of departments, faculties, divisions, and equivalents in public service providers under ministries, ministerial-level agencies, agencies under the Government of Vietnam, and central socio-political organizations;

- Refresher training programs based on job position requirements, knowledge, and specialized skills for officials and public employees in respective industries and fields;

- Specialized Refresher training programs and materials for officials.

+ Provincial People's Committees manage:

- Refresher training programs for heads, deputy heads of public service providers under district-level People's Committees, public service providers under specialized agencies under district-level Party Committees, District Committees, Office of Provincial People's Committees, provincial People's Councils; leadership, management of departments, faculties, divisions, and equivalents in public service providers under provincial Party Committees, provincial People's Committees;

- Refresher training programs based on job position requirements, knowledge, and specialized skills for officials and public employees under their management authority.

Note: Refresher training programs stipulated in Clauses 1, 2, 4, and Points a, c Clause 5, Point a Clause 6 of Article 19 of Decree No. 101/2017/ND-CP must have the consensus of the Ministry of Home Affairs of Vietnam before promulgation.
