- Implement the state management function on anti-corruption:
+ Preside over or participate in the development of legal documents, regulations, proposals, strategies, programs, medium-term, long-term, annual plans, and other programs and plans related to the work of anti-corruption and negative conduct under the responsibility of the Government Inspectorate of Vietnam when assigned by the Chief Inspector of the Government of Vietnam.
+ Advise the Chief Inspector of the Government of Vietnam in guiding, inspecting the implementation of legal documents, proposals, strategies, programs, plans approved by competent authorities on anti-corruption and negative conduct at Ministries, ministerial-level agencies, agencies belonging to the Government of Vietnam, Provincial People's Committees, enterprises, social organizations in the non-state sector per the authority of the Government Inspectorate of Vietnam.
+ Take the lead in advising the creation of reports on anti-corruption and negative conduct under the responsibility of the Government Inspectorate of Vietnam; serve as the focal point of the Government Inspectorate of Vietnam in implementing policies on information and reporting about anti-corruption and negative conduct as prescribed.
+ Take the lead, cooperate with the Legal Department to advise organizing interim and comprehensive reviews of the implementation of laws on anti-corruption and negative conduct; participate in theoretical research, operations, propose amendments, and supplements to perfect mechanisms, policies, and laws on anti-corruption and negative conduct.
+ Take the lead in advising and providing opinions on documents, projects, proposals related to anti-corruption and negative conduct by agencies, ministries, central and local authorities when assigned by the Chief Inspector of the Government of Vietnam.
- Implement the inspection function on anti-corruption
+ Inspect the implementation of laws on anti-corruption at Ministries, ministerial-level agencies, agencies belonging to the Government of Vietnam, Provincial People's Committees when assigned by the Chief Inspector of the Government of Vietnam.
+ Inspect matters under the competence of the Government Inspectorate of Vietnam as prescribed by the Law on Anti-Corruption, Decree 59/2019/ND-CP dated July 1, 2019, of the Government of Vietnam detailing certain articles and measures for the implementation of the Law on Anti-Corruption when assigned by the Chief Inspector of the Government of Vietnam.
- Take the lead in advising the Chief Inspector of the Government of Vietnam on implementing asset and income control work for individuals with positions and powers:
+ Lead the advisory on preparing annual verification orientation plans to submit to the Prime Minister of the Government of Vietnam for approval; inform the verification orientation content on assets, incomes to the competent authorities for controlling assets and incomes for organization and execution; compile reports on asset and income control results nationwide; guide, urge, inspect Ministries, ministerial-level agencies, agencies under the Government of Vietnam, Provincial People's Committees in building, approving content plans, issuing plans, and organizing the execution of asset and income verification plans.
+ Verify assets and incomes for individuals obliged to declare under the jurisdiction of the Government Inspectorate of Vietnam when assigned by the Chief Inspector of the Government of Vietnam.
+ Receive, update, process information on asset and income control provided by agencies, organizations, units managing individuals with declaration obligations and other asset and income control agencies.
+ Manage, exploit and protect the National Database on asset and income control; provide information from the National Database on asset and income control as prescribed.
- Advise the Chief Inspector of the Government of Vietnam in guiding, urging self-assessment on anti-corruption and negative conduct at Ministries, sectors, and localities; review, evaluate, and compile the assessment results of the corruption and negative conduct situation and anti-corruption work in Ministries, sectors, localities, and the non-state sector.
- Through management, follow-up, monitoring, if detecting cases with signs of corruption, negative conduct, report to and propose handling by the Chief Inspector of the Government of Vietnam according to legal provisions.
- Organize, monitor, urge, direct the activities of Inspectorate Delegations, Task Forces, Inspection Teams, Verification Teams chaired by the Department as regulated; guide, implement, compile results, and prepare report summaries of extensive thematic inspections assigned.
- Coordinate with the Department of Monitoring, Appraisal, and Post-Inspection Processing to monitor, urge, inspect agencies, organizations, individuals in implementing the conclusions, recommendations, and decisions on inspection by the Government Inspectorate of Vietnam and the Prime Minister of the Government of Vietnam related to cases chaired by the Department for inspection.
- Take the lead, cooperate with the Planning - General Department, and related units in advising the organization of implementing anti-corruption tasks assigned by the Central Steering Committee on Anti-Corruption, Waste, and Negative Conduct; tasks assigned by the Government of Vietnam, the Prime Minister of Vietnam, the Chief Inspector of the Government of Vietnam.
- Take the lead, cooperate with the International Cooperation Department and related departments, units in advising the Chief Inspector of the Government of Vietnam to implement the United Nations Convention against Corruption according to the functions, tasks, and powers of the Government Inspectorate of Vietnam; organize international conferences, seminars on anti-corruption.
- Advise the Chief Inspector of the Government of Vietnam in building plans, guiding, monitoring, urging, inspecting anti-corruption work in the Government Inspectorate of Vietnam; advise, propose handling of cases with signs of corruption within the organization when assigned by the Chief Inspector of the Government of Vietnam.
- Take the lead, cooperate with the Legal Department to guide operations, answer queries from agencies, ministries, central authorities, and local authorities in the field of anti-corruption.
- Take the lead, cooperate with the Personnel Department in commenting on personnel work, emulation, commendation related to anti-corruption when assigned by the Chief Inspector of the Government of Vietnam.
- Manage officials, files, documents, assets, and seals assigned as per legal provisions and regulations of the Chief Inspector of the Government of Vietnam; coordinate in inspecting, verifying petitions, complaints, and reflections regarding officials under Department IV when assigned by the Chief Inspector of the Government of Vietnam.
- Perform administrative reform tasks and other tasks assigned by the Party Committee of the Government Inspectorate of Vietnam, the Chief Inspector of the Government of Vietnam.
