Response to the emulation movement "Vietnam together, build a learning society, and promote lifelong learning for the period 2023–2030” of the Vietnam Civil Aviation Authority (Internet image)

On July 05, 2024, the Director of the Civil Aviation Authority of Vietnam issued Decision 1605/QD-CHK on the plan to respond to the emulation movement "Vietnam together, build a learning society, and promote lifelong learning for the period 2023–2030” of the Prime Minister of the Government of Vietnam.

Responding to the emulation movement "Vietnam together, build a learning society, and promote lifelong learning for the period 2023–2030” of the Vietnam Civil Aviation Authority

The contents of responding to the emulation movementare as follows:

- Agencies and units focus on propaganda, dissemination, raising awareness and the effectiveness of learning and self-studying work, researching the guidelines of Communist Party, policies and laws of the State related to the assigned field of responsibility, building models of learning and self-learning in the context of the digital economy, digital society; competing to learn and self-study for life; promoting initiatives, solutions to encourage and develop a learning culture among officials and public employees, and workers under the management authority.

- Compete to promote the learning and self-learning movement to improve professional and professional qualifications throughout the unit, building effective models and methods for learning and self-study such as: “Self-learning, self-discipline, improving work quality, striving to complete tasks well”, “Training the cadre team, party members, officials and public employees, and workers to be competent in expertise, standard in conduct”; building a learning and self-study culture for officials and public employees, and workers under management authority.

- Compete to study and follow the ideology, morality, and style of Ho Chi Minh following the spirit of Directive 05-CT/TW dated May 15, 2016, of the Politburo.

- Compete to learn to promptly approach international trends and experiences in professional training and skill training for officials and public employees, and workers under management authority.

- Compete to enhance the capacity to use modern learning and self-learning technologies, digital transformation in lifelong learning and self-learning activities; improve digital competency and foreign language skills for officials and public employees, and workers under management authority, implement learning and self-learning anytime, anywhere by any method for work purposes.

* Criteria for competition commendation

- For collectives

+ Complete quality work, on time policies and documents related to the assigned management field and advise the competent authority to issue mechanisms, policies to promote officials and public employees, and workers of the agency or unit to learn and self-study for life.

+ Organize practical, effective competition movements with rich, diverse content and forms to propagate, disseminate and raise awareness for officials and public employees, and workers in the agency or unit about learning and self-studying for life in the digital economy, digital society, digital government; consolidate and form the habit of proactive, self-conscious learning, updating knowledge in the technological environment with the motto of self-learning as the core.

+ Have a training and retraining plan for officials and public employees, and workers under management authority; provide learning services, programs, and materials according to the agency's or unit's functions and duties.

- For individuals

+ Recognized as “Learning Citizen” according to criteria issued by the Ministry of Education and Training in cooperation with the Vietnam Association for Promoting Education.

+ Have initiatives, specific useful solutions recognized by competent authorities in advising on building mechanisms, policies under the state management field of the Civil Aviation Authority of Vietnam to promote lifelong learning, build a learning society.

* Forms and standards of commendation

- Forms of commendation

+ Annually: Based on the results of implementing the emulation movementof collectives, officials and public employees, workers, agencies, and units commend promptly according to authority collectives, officials and public employees, workers in the Civil Aviation Authority of Vietnam in a suitable form and following the law provisions on competition and commendation.

+ Rewards in the preliminary phase of 2023 - 2025 and summary phase of 2023 - 2030:

++ Certificate of Merit from the Prime Minister of the Government of Vietnam;

++ Certificate of Merit from the Minister of Transport;

++ Certificate of Commendation from the Director of the Civil Aviation Authority of Vietnam.

- Standards of commendation: Based on achievements in implementing the emulation movement "Vietnam together, build a learning society, and promote lifelong learning for the period 2023–2030”, reward consideration for collectives, officials and public employees, workers of the Civil Aviation Authority of Vietnam outstanding in implementing the emulation movement "Vietnam together, build a learning society, and promote lifelong learning for the period 2023–2030” is conducted following the law provisions on competition and commendation.
