The General Secretary signed and promulgated Resolution 31-NQ/TW dated December 30, 2022, on the directions and tasks for the development of HCMC, Vietnam to 2030, with a vision to 2045. In which:

To promote decentralization and the decentralization of cadres in HCMC, Vietnam

Specifically, according to Resolution 31-NQ/TW, the General Secretary of Vietnam tasked himself with enacting outstanding policies and laws, promoting decentralization and decentralization, and encouraging dynamism and creativity.for the common interests of city officials, meeting the requirements of the city's development in the new period. In which:

On the basis of summarizing, supplementing, amending, and promulgating outstanding policies and laws soon, create the most favorable conditions for Ho Chi Minh City to effectively exploit its potential and strengths and mobilize all resources to meet the requirements of fast and sustainable development:

- Effectively implementing decentralization and power decentralization to the People's Council and the City People's Committee in a variety of areas to strengthen autonomy and self-responsibility in state management:

Investment Management; finance - budget; urban management, natural resources and environment; cultural management and social order; organization, apparatus and cadres, civil servants, public employees and Cadres; Civil Servants; Public Employees and Employees

- Piloting breakthrough policies for the city to actively mobilize financial resources for development investment

Keeping the city's budget adjustment rate at the current level until the end of 2025; continuing to keep it at no lower level in the following years, creating conditions for the city to have additional resources for key tasks; making strategic breakthroughs; invest in developing key infrastructure projects; improving people's welfare; and increase incomes for cadres, civil servants, public employees, and employees.

- Issuing policies to promote the formation and development of the International Finance Center of Ho Chi Minh City, a pilot mechanism for controlled testing of technology in the financial sector, and preferential policies to attract strategic investors to the International Finance Center.

- Building a breakthrough mechanism to attract investment resources for development and promote socialization in the fields of health, education and training, culture, and sports; improving the efficiency of various types of investment linkages in these fields

Pilot application of investor selection by public-private partnership method to implement investment projects in the fields of culture, sports, and science and technology

- Putting in place the necessary mechanisms to handle investment projects that have been stalled for years due to issues with mechanisms and procedures.

- Conducting an initial review of the urban government model's implementation; continue to perfect the organization so that the city's government apparatus is streamlined, modern, effective, and efficient;

Allowing the city people's council to decide on the assignment of a number of tasks in accordance with the law within the functions of specialized departments and branches to the people's committee of Thu Duc city, Chairman of the People's Committee of Thu Duc City within the area of Thu Duc City;

Decisions on the organization of the apparatus under Thu Duc City, job positions, and the structure of the number of cadres, civil servants, and part-time workers in wards, communes, and townships are based on economic activities, population size, and geographical characteristics.

The General Secretary requested the Government Party's cadres to lead:

- Promulgating the action plan to organize the implementation of the resolution; a project on the implementation of Conclusion 14-KL/TW, dated September 22, 2021, of the Politburo, choosing Ho Chi Minh City as a pilot; and, annually and when necessary, working with Ho Chi Minh City to remove obstacles and difficulties and create favorable conditions for the city's development.

Prioritize allocating resources for implementation of transport infrastructure investment projects according to national master plans and as guaranteed by the central budget.

- Directing ministries and branches to coordinate with the city to complete the project on promulgating a new resolution on piloting outstanding mechanisms and policies to develop Ho Chi Minh City and submit it to the National Assembly; promulgating a decree of the government concretizing the organization of the implementation of the resolution of the National Assembly; coordinating with the city to organize the pilot implementation of a number of outstanding mechanisms and policies;

Decentralize and decentralize the city in a number of areas according to the government's action plan; propose research to perfect legal institutions in special urban areas; and amend related laws and decrees.
