On February 24, 2023, the Government Office of Vietnam issued Notice 55/TB-VPCP on the conclusions of the Government's Administrative Reform Steering Committee at its Third Session on February 3, 2023.
According to Notice 55/TB-VPCP dated February 24, 2023, the Government's Administrative Reform Steering Committee requested the Ministry of Home Affairs to study solutions to deploying employment positions in the executive branch system.
In addition, the Ministry of Home Affairs is also responsible for implementing a number of contents, as follows:
- Assume the prime responsibility for, and coordinate with relevant agencies in, researching and developing Vietnam's PAR Strategy to 2030 with a vision to 2050.
- Submit to the Head of the Government's Administrative Reform Steering Committee the Operational Plan, the Inspection Plan for 2023, to be completed in February 2023.
- Organize the effective implementation of the plan to determine the administrative reform index of the ministries and provinces in 2022 and the administrative service satisfaction index in 2022.
- Guide and urge ministries, agencies, and localities to strengthen the Steering Committee for PAR.
- Urgently complete and submit to the Government for promulgation a Decree amending and supplementing regulations on criteria for determining the number of deputy heads in agencies, administrative organizations, and public non-business units.
- Continue to develop and improve mechanisms and policies to detect, attract, and utilize talents, and policies to connect commune-level cadres and civil servants with district and provincial levels; contribute to improving the capacity and quality of the contingent of cadres, civil servants, and public employees, meeting the requirements of tasks.
- Expeditiously develop and submit for promulgation a Decree on encouraging cadres to be dynamic, creative, dare to think, and do, and daring to make breakthroughs for the common good, completing it in April 2023.
- Develop and complete the National Database on cadres, civil servants, and public employees, connect and share data with the National Database on population and the Information Center for the direction and administration of Government, Prime Minister, to be completed in the second quarter of 2023.
Specifically, the results achieved on administrative reform in 2022, for example, are as follows:
- Regarding direction and administration: The Prime Minister chaired 02 meetings of the Steering Committee, 01 symposium on promoting reform of administrative procedures and modernizing methods of direction and administration to serve people and businesses; 01 dialogue with enterprises, foreign investment business associations.
- The work of examining, reviewing, and monitoring the implementation, dissemination, and education of the law has been strengthened and urged. During the year, ministries, branches, and localities have inspected, according to their competence, nearly 12,000 legal documents, reviewed more than 27,800 documents, and proposed to handle more than 5,700 documents.
- The reform of administrative procedures, improvement of the business investment environment have been promoted, better serving people and businesses. .
Organizational reform of the state administrative apparatus has been drastically implemented, with many positive results.
- Reform of civil service and civil servants has many innovations. Ministries, branches, and localities have recruited many new civil servants and public employees and implemented examination reform with positive results. The national database system for cadres, civil servants, and public employees has been inaugurated and put into operation. It is expected to manage nearly 2.5 million sets of electronic records.
- National digital transformation has been implemented strongly and practically, promoting the construction of e-Government, towards digital government, digital economy, and digital society, becoming a bright spot in the past year....
