Research on payment of social security benefits through VNeID during the Lunar New Year 2024 is the content of Resolution 217/NQ-CP at the regular Government meeting in November 2023.

The Government requests the Ministry of Labor, War Invalids, and Social Affairs to preside and coordinate with agencies and localities:

- Carry out social security, care, and support well for people with meritorious services, policy beneficiaries, the poor, workers, and people in mountainous, remote, border, and island areas. Preside and coordinate with the Ministry of Public Security to research and implement solutions to pay social security benefits through VNeID during the Lunar New Year of Giap Thin in 2024.

- Effectively deploy solutions to ensure the balance of labor supply and demand, meet the requirements of the market, businesses, and employers, and ensure jobs for workers.

Proposal to amend regulations on the business of karaoke services and discotheque services in Vietnam

In addition, the Government requests the Ministry of Culture, Sports, and Tourism to preside and coordinate with agencies and localities:

- Focus on completing the National Target Program on revitalizing and developing culture and building Vietnamese people, and submit it to the Government before December 15, 2023, for submission to the National Assembly for consideration and decision; Submit documents to the Government on the Cultural Heritage Law Project (amended) before January 20, 2024. Complete the dossier requesting the development of a Law amending and supplementing a number of articles of the Law on Advertising in accordance with the provisions of the Law on Promulgation of Legal Documents to add this law project to the 2024 Law and Ordinance Building Program for the National Assembly to consider and give opinions at the 8th Session.

- Focus on implementing solutions to build a healthy cultural environment, including paying attention to the cyber environment; promote the movement "All people unite to build a cultural life" with depth, quality, and practicality. Urgently submit to the Prime Minister to promulgate a directive on comprehensive, rapid, and sustainable tourism development; advise and propose to the Prime Minister to organize a Conference on cultural industry development, completed before December 25, 2023.

- Implement practical and effective solutions to promote sustainable community tourism development in ethnic minority and mountainous areas; develop rural tourism in accordance with the actual conditions of each region and locality. Innovate and strengthen promotion and promotion of Vietnamese tourism; implement synchronously and effectively inter-sectoral coordination and linkages between regions and localities in advertising and promoting tourism and transportation (especially air transportation), immigration, market management, etc., promoting domestic and international tourism attractions during the year-end peak season, striving to reach the target of 13 million international visitors in 2023.

- Review and evaluate to propose amendments and supplements to the Government's regulations on karaoke service businesses and discotheque services according to the direction of the Prime Minister in Notice 475/TB-VPCP dated November 18, 2023; report results in December 2023.

To thoroughly resolve the shortage of drugs, equipment, and medical supplies in Vietnam

The Government requests the Ministry of Health to preside and coordinate with agencies and localities:

- Urgently complete and submit to the Government for promulgation a Decree detailing and guiding the implementation of the Law on Medical Examination and Treatment; promulgate Circulars, Decisions, and projects according to authority, ensuring on schedule the effective date of January 1, 2024, of the Law on Medical Examination and Treatment.

- Proactively detect and promptly and effectively control infectious diseases and public health emergencies. Focus on immediately implementing appropriate solutions to ensure vaccines for the Expanded Immunization Program, avoiding vaccine shortages and epidemics. Promote the management of non-communicable diseases, occupational diseases, accidents and injuries, the medical environment, and food safety. Strengthen solutions to improve the quality of medical services, people's satisfaction, and security and safety at medical facilities. Promote the implementation of investment programs and projects for preventive medicine and grassroots health. Thoroughly resolve the shortage of drugs, equipment, and medical supplies.

- Urgently review and report to the Prime Minister before December 25, 2023, on the results of implementing the conclusions of the Government Standing Committee in Notice 380/TB-VPCP dated September 15, 2023, for 02 investment projects to build Facility 2 of Bach Mai Hospital and Facility 2 of Viet Duc Friendship Hospital in Ha Nam province and the difficulties and problems in implementing the investment project to build Cho Ray Hospital Facility 2, which specifically proposes a plan to completely handle existing problems, soon complete, and put projects into operation without causing long delays.
