According to Directive 23/CT-TTg, the Prime Minister of Vietnam has requested the Ministry of Public Security to study increasing the limitation period for imposition of penalties for violations of regulations on road traffic safety in Vietnam.

On July 26, 2024, the Prime Minister the Government of Vietnam issued Directive 23/CT-TTg on strengthening the work to ensure road traffic order and safety for commercial road transportation in the new situation.
To enhance the work to ensure order and road traffic safety for commercial road transportation in the new situation and contribute to controlling and reducing traffic accidents, the Prime Minister of Vietnam has tasked the Ministry of Public Security of Vietnam with the following duties:
- Direct the Traffic Police force and local Police to strengthen patrols, inspections, and strict handling of violations that directly cause traffic accidents, and major violations leading to serious traffic accidents in commercial road transportation by vehicles, such as violations of regulations on alcohol concentration, drugs, overloading, extending vehicle cargo compartments, exceeding passenger limits, expired inspections, exceeding the usage period, speeding, wrong-way violations, lane changing without compliance, disobeying traffic light signals, and using counterfeit documents; promote public movements to denounce, discover, and provide materials reflecting legal violations of road traffic order and safety for the Traffic Police to handle according to legal regulations.
- Accelerate the application of scientific and technological advancements to exploit data from journey monitoring devices, surveillance cameras on transport business vehicles, ensure unified management, and prepare for data exploitation from journey monitoring devices and surveillance cameras on transport business vehicles in line with the Road Traffic Law and Law on Traffic Order and Safety implementation progress.
- Lead and cooperate with the Ministry of Transport to research and propose amendments to regulations on penalties for road traffic violations, increasing the severity of penalties, and forms of punishment for intentional repeated violations in commercial road transportation over a fixed period, such as speeding, improper passenger pick-up/drop-off, route, and driving time violations, improper overtaking, non-compliance lane usage, overloading, and major violations on expressways, and deliberate shutdown of journey monitoring devices; research solutions for managing recidivism in traffic order and safety violations.
- Research the extension of the limitation period for administrative penalties in the field of road traffic order and safety to suit the practical situation (to 02 years).
- Through professional activities of the Traffic Police force, identify, and recommend the transportation sector address "black spots" and "potential risk points" for traffic accidents, and unreasonable traffic organization matters; hold individuals and organizations accountable for delays or failures in addressing "black spots" and "potential risk points" for traffic accidents, resulting in continued serious or above accidents as per legal provisions.
- Upon discovering operators under the influence of drugs or other legally prohibited substances, besides sending information to the local authorities where the driver resides, also inform relevant transport and health agencies for co-supervision and management.
- Issue regulations on traffic accident statistics, supplement accident statistics based on population and motor vehicle numbers; research and improve accident statistics regulations according to international practices.
