Research on building cultural and civilized codes of conduct in the digital environment in Vietnam is the notable content specified in Decision 515/QD-TTg dated 15/5/2023 issued by the Prime Minister.

On May 15, 2023, the Government of Vietnam issued Decision 515/QD-TTg approving the Master Program on Vietnam's Cultural Development for the period of 2023–2025 (Program).
In order to build a healthy cultural environment, improve the people's spiritual life and aesthetic capacity, the Prime Minister of Vietnam has proposed the following tasks and solutions:
- Research and build the national value system, the value system, and the standards of behavior of the Vietnamese people; cultural standards in the workplace, civil servants, and the community; rules of cultural and civilized behavior in the digital environment.
- Build and support the development of a modern multimedia book experience space to serve the development of reading culture in the community at provincial libraries and community libraries in localities where commune libraries are not available.
- Develop and implement art education activities, improve aesthetic capacity for Vietnamese youth, and implement art education programs in schools.
- Build a digital cultural environment suitable for the digital economy, digital society, and digital citizens in Vietnam in the period of 2023–2030, with a vision to 2045.
- Promote activities, support equipment for mobile information and propaganda teams in border areas, islands, ethnic minority areas, and areas with special difficulties.
Specifically, the Prime Minister of Vietnam requested the development of tools to assist in detecting violations of copyright and related rights in the digital environment and the internet to improve the operational efficiency of the cultural institution system.
In addition to the above content, the Prime Minister also directed the implementation of the following activities:
- Develop and implement the program of creating Vietnamese culture and art for 95 years under the leadership of the Party.
- Carry out and publish about 30–45 theoretical and critical research works on culture, performing arts, cinema, fine art and photography with quality; about 35 large-scale performing arts works and programs under the new model; about 35 experimental performing arts works and works combining traditional and modern art.
- Strive to produce, in one year: about 45 feature films and movies; 90 documentary-scientific films and 40 animated films (of which about 30% are ordered from the state budget);
About 45 works, fine art sculptures, and 60 works, fine art photography, about national history, revolutionary struggle, and national renewal.
- Promote the release, dissemination, promotion, and export of typical Vietnamese films, performing arts, and fine arts to the world; disseminate films to serve ethnic minorities, people living in areas with difficult or extremely difficult socio-economic conditions, in island communes and island districts; and screen Vietnamese movies at cinemas.
- Develop cultural industry in association with creative cultural spaces in key fields such as cinema, contemporary art, media entertainment, and fashion in localities and big cities.
- Develop the National Cultural Index for Sustainable Development and the Cultural Industry Map. Create an environment to connect and interact between artists, creative practitioners, cultural spaces, and businesses, creating a market for cultural industries to develop.
- Promote the development of contemporary art forms. To enhance performances of world-famous works in the fields of symphonic music, ballet, musicals, and choirs; deploying television theater, online theater broadcast on digital platforms.
- Legal aid and support for small and medium enterprises in the cultural fields in the production, promotion, and dissemination of cultural and artistic projects of high artistic and ideological value.
