In this regard, Lawnet would like to answer as follows:

On February 19, 2024, the General Director of Vietnam Social Insurance issued Decision 202/QD-BHXH on the Plan for implementaion of the Government's Resolution 02/NQ-CP on the Main tasks and solutions to improve the business environment, improve the national competitiveness in 2024.

Research of the application of chip-mounted citizen identity card in payment of social insurance regimes in Vietnam

In order to implement the plan, Vietnam Social Insurance has given the following 06 tasks and solutions:

(1) Continue to implement administrative reform tasks, implement solutions to restructure professional processes; review, cut, and simplify administrative procedures according to their competence; focus on reviewing administrative procedures related to the business activities of people and businesses at the request of the Government at Resolution 68/NQ-CP in 2020.

(2) Promote the application of information technology; comprehensive deployment of the transformation of the Vietnam Social Insurance industry; completion of professional software systems and centralized databases; implementation of connection and sharing of data with relevant ministries, branches, organizations, and units; coordination with relevant ministries and branches to improve the national database on insurance; connecting, sharing, and exploiting information and data with national databases and specialized databases serving the management and provision of online public services, ensuring the prescribed in accordance with the regulations.

(3) Continue to effectively implement the renovation of the single-window and interlinked single-window systems in the settlement of administrative procedures; upgrade the development of the public insurance service portal; integrate and connect to the National Public Service Portal; improve the quality of serving people and businesses in the implementation of administrative procedures and public services on electronic environment.

(4) Continue to digitize records and results of administrative procedures in accordance with the provisions of Decree 45/2020/ND-CP and Decree 107/2021/ND-CP, associate digitization with the performance of duties of cadres and civil servants.

(5) Promote the payment of pensions and social insurance allowances every month by means of non-cash payment; research and application of citizenship identity-attached citizens in paying social insurance regimes.

(6) Collaborate with central and local media agencies and promote propaganda measures and main solutions of the Vietnam Social Insurance industry to continue improving the business environment and improving the national competitiveness according to the goals set out in Resolution 02/NQ-CP in 2024 of the Government and the implementation plan of Vietnam Social Insurance.

To complete and supplement new features and utilities on the VSSID application - digital Social Insurance

This is one of the specific goals in the implementation of Resolution 02/NQ-CP of the Government on the main tasks and solutions to improve the business environment and improve the national competitiveness in 2024 of Vietnam Social Insurance.

The specific objectives in this plan include:

- Implement the restructuring of professional processes and administrative procedures (administrative procedures); implement solutions in the direction of reducing the number of criteria, dossiers, and administrative procedures as prescribed; Strengthening the application of information technology in receiving, settling, and returning administrative procedures to reduce time and costs for people and businesses.

- Effectively implement the renovation of the single-window and interlinked single-window mechanisms in the settlement of administrative procedures; upgrade the development of the public insurance service portal; integrate connecting to the National Public Service Portal; and improve the quality of serving people and businesses in the implementation of administrative procedures and public services in an electronic environment.

- Complete infrastructure and database system specialized in social insurance, unemployment insurance, and health insurance, especially the national database on insurance; Integrating, connecting, and sharing information and data with ministries and branches; Complete and supplement new features and utilities on the VSSID application - Digital Social Insurance.

- Promote digital conversion; complete the targets and plans according to the roadmap related to the transition of digital transformation in the implementation of Decision 749/QD-TTg dated June 3, 2020, of the Prime Minister approving "National digital conversion program to 2025, orientation to 2030"; implement Decision 06/QD-TTg dated January 6, 2022, of the Prime Minister for approval of "Scheme of developing population data application, identification, and authentication for national digital transformation in the period of 2022–2025, vision to 2030" synchronously with the implementation of administrative reform.
