The Ministry of Natural Resources and Environment issued Circular 74/2015/TT-BTNMT stipulating the exploration, classification of reserves and resources of Apatite minerals on December 28, 2015.

In Clause 1, Article 18 of Circular 74/2015/TT-BTNMT stipulates the requirements for hydrogeological assessment as follows:
- Meteorological and hydrological data of the exploration area must be collected for at least the last 5 years;
- Research on surface water sources and main water-bearing formations within the exploration area is required; assess the water-bearing formations that could flood the mine, especially in the areas most prone to flooding to address drainage and mine dewatering issues;
- For the water-bearing formations, it is necessary to determine the thickness, lithological composition, and water supply conditions; determine the relationship between the water-bearing formations; relationship between surface water, groundwater, and other related parameters;
- Research the chemical and microbiological composition of the water, assess the potential for concrete and metal corrosion, the contents of beneficial and harmful components in the water; evaluate the impact of mine dewatering on groundwater-utilizing constructions in the area, as well as the potential for domestic water use. Propose related solutions concerning water supply, drainage, and the impact level of mine dewatering on the surrounding environment.
Additionally, Clause 2, Article 18 of Circular 74/2015/TT-BTNMT also stipulates the requirements for engineering geological assessment as follows:
- Determine the existing engineering geological units within the exploration area; determine the physical and mechanical properties of the ore, surrounding rocks, and overburden in natural and water-saturated conditions; elucidate the engineering geological characteristics of the rock and soil layers and their anisotropic properties, composition, fissuring, tectonic destruction, karst, and destruction phenomena in the weathering zone;
- Evaluate the stability of mine structures and calculate the basic parameters of the pit and mining tunnels.
Attention must be given to ensure that all hydrogeological, engineering geological conditions, and other natural factors are assessed to meet the requirements for mineral exploitation investment project formulation and mine design. In cases of complex hydrogeological and engineering geological conditions, a specialized investigation evaluation plan must be developed.
