Requirements on Fire and Explosion Prevention, Flood Protection for Rice Milling Facilities

According to the provisions of the National Technical Regulation on Rice Milling Facilities (Code: QCVN 01 - 134: 2013/BNNPTNT), issued together with Circular 12/2013/TT-BNNPTNT, organizations and individuals engaged in rice export business and related entities must meet technical requirements on fire and explosion prevention, flood prevention, and labor safety for rice milling facilities serving rice export business. The specific requirements are as follows:

First, requirements on fire and explosion prevention for rice milling facilities

- Have internal regulations on fire prevention and fighting.

- Have sufficient means and equipment for fire prevention and fighting; ensure compliance with fire and explosion prevention regulations.

- Have a plan for fire prevention, fighting, and rescue forces in case of an incident.

- Equip and organize fire and explosion prevention in accordance with Decree 35/2003/ND-CP dated April 4, 2003, by the Government of Vietnam and Circular 04/2004/TT-BCA dated March 31, 2004, by the Ministry of Public Security.

Second, requirements on flood prevention for rice milling facilities

- Have internal regulations on flood prevention.

- Have a plan for flood prevention and rescue forces in case of an incident.

- Have equipment for flood, storm prevention.

- Equip and organize flood prevention in accordance with the Ordinance on Flood and Storm Prevention, No. 9-L/CTN dated March 20, 1993, of the President and Decree 32/CP dated May 20, 1996, by the Government of Vietnam detailing the implementation of the Ordinance on Flood and Storm Prevention.

Third, labor safety requirements

- Staff working in the rice milling facility are fully equipped with protective labor equipment as per regulations and trained in electrical safety and machinery, equipment operation.

- There must be a separate room for staff to change into protective gear before and after working.
