Requirements on Fire and Explosion Prevention, Flood and Storm Protection for Rice Warehouses

According to Circular 12/2013/TT-BNNPTNT, organizations and individuals engaged in the export business of rice, as well as related organizations and individuals, must meet the technical requirements regarding fire prevention and fighting, flood and storm prevention, and labor safety for Rice Storage Warehouses. These requirements are detailed in the National Technical Regulation on Rice Storage Warehouses (Code: QCVN 01 - 133: 2013/BNNPTNT) as follows:

Firstly, requirements for fire prevention and fighting for warehouses

- There are regulations on fire prevention and fighting.- Full fire prevention and fighting equipment and devices, ensuring fire and explosion prevention according to regulations.- A plan for fire and explosion prevention, fire fighting, and rescue forces in case of incidents.- Equip, organize work on fire prevention and fighting according to Decree 35/2003/ND-CP dated April 4, 2003 of the Government of Vietnam and Circular 04/2004/TT-BCA dated March 31, 2004 of the Ministry of Public Security.

Secondly, requirements for flood and storm prevention for warehouses

- There are regulations on flood and storm prevention.- A plan for flood and storm prevention and rescue forces in case of incidents.- Equipped with flood and storm prevention means.- Equip, organize work on flood and storm prevention according to the Ordinance on Flood and Storm Prevention 9-L/CTN dated March 20, 1993 of the President and Decree 32/CP dated May 20, 1996 of the Government of Vietnam detailing the implementation of the Ordinance on Flood and Storm Prevention.

Thirdly, requirements for labor safety

- Officials, employees, and workers working in the warehouse must be fully equipped with labor protection equipment according to regulations, and be trained in electrical safety and machinery operation.- There is a separate room for staff to change labor protection clothing before and after working in the warehouse.
