On October 23, 2017, the Ministry of Natural Resources and Environment issued Circular 40/2017/TT-BTNMT stipulating the technical standards for the data set on monitoring, investigation, and survey of meteorology, hydrology, oceanography, air, and water environment.
Circular 40 stipulates that information and data on meteorological, hydrological, air, and water environmental monitoring, investigation, and survey must apply the elevation system, spatial coordinate system, and time reference system as follows:
- Use the national elevation system for meteorological and hydrological information and data;- Use the chart datum for marine information and data.
Spatial coordinate system: Apply the VN-2000 National Reference System and Coordinate System.
Time reference system: Day, month, year according to the Gregorian calendar; hours, minutes, seconds according to Vietnam time zone (UTC+07:00).
In addition, the quality inspection of information and data content is also detailed in Circular 40, including the following items:
- Checking the content, structure, and type of information and data.- Checking the completeness of information and data.- Checking the application schema in data exchange, distribution, and updating.- Detailed items and inspection levels are specified in Appendix 03 of Circular 40.
