Requirements for Vietnam Standards in the Culture, Sports and Tourism sector

Recently, the Ministry of Culture, Sports and Tourism of Vietnam issued Circular 05/2013/TT-BVHTTDL on formulation of Vietnam standards and national technical regulations.

National  standards  in  the  field  of  Culture,  Sports,  and  Tourism  must  comply  with  what  requirements

According to Clause 1, Article 7 of Circular 05/2013/TT-BVHTTDL, the content of Vietnam Standards must comply with the following basic requirements:

- Comply with scientific and technological advancements, conditions, and the needs of socio-economic development;

- Fit with technical regulations, legal provisions, relevant international commitments, and harmonize with International Standards;

- Ensure consistency and synchronization within the Vietnam Standard system, adhere to the principle of consensus, and balance the interests of related parties;

- Meet the objectives of Vietnam Standards stipulated in Clause 1, Article 5 of this Circular.

This Article also stipulates the basic requirements of national technical regulations as follows:

- Comply with legal provisions and relevant international commitments;

- Ensure consistency and synchronization within the national technical regulation system;

- Clearly define methods for measuring and evaluating;

- Meet the objectives of national technical regulations stipulated in Clause 2, Article 5 of this Circular.

Regarding the regulations for Vietnam Standards and national technical regulations based on the acceptance of International Standards:

- Priority is given to developing Vietnam Standards based on the acceptance of widely applied International Standards, regional standards, and foreign standards (collectively referred to as International Standards);

- A national technical regulation that accepts an International Standard expressed in the preface as "National technical regulation has technical regulations and test methods conforming to International Standards";

- A Vietnam Standard that accepts an International Standard with its basic structure and content unchanged and transferred entirely into the Vietnam Standard is expressed in the preface as "Vietnam Standard is fully equivalent to International Standard" and is marked with the equivalent International Standard;

- Vietnam Standards and national technical regulations that accept two or more International Standards are expressed in the preface as "Vietnam Standards and national technical regulations based on International Standards."
