Requirements for trading in veterinary drugs in Vietnam

According to Vietnam’s regulations on veterinary medicine, in order for organizations and individuals to officially engage in the trade of veterinary drugs, one of the mandatory conditions is to have a Certificate of Eligibility for Veterinary Drug Trading issued by the competent state authority in accordance with the prescribed procedures. The specific regulations regarding this issue are as follows:

1. Requirements for trading in veterinary drugs

According to Article 92 of the Law on Veterinary Medicine 2015 of Vietnam, organizations/individuals trading in veterinary drugs shall satisfy the following conditions:

- Having the Certificate of Business registration or the Certificate of Enterprise registration;

- Having appropriate location and facilities;

- People who manage or directly perform the sale of veterinary drugs shall have veterinary practice certificates;

- Having the Certificate of eligibility for trading in veterinary drugs.

2.  Application for the Certificate of eligibility for trading in veterinary drugs

According to Vietnam’s regulations, an application for the Certificate of eligibility for trading in veterinary drugs shall include:

- An application form;

- A detailed description of facilities of the establishment;

- The Certificate of Enterprise registration or the Certificate of Business registration;

- The veterinary practice certificate.

3. Procedures for granting of the Certificate of eligibility for trading in veterinary drugs

According to Article 97 of the Law on Veterinary Medicine 2015, the procedures are as follows:

Step 1: Submit dossiers

Organizations/individuals wishing to perform the trade in veterinary drugs shall submit the application for the Certificate of eligibility for trading in veterinary drugs to the veterinary authority of the province.

Step 2: Issue the Certificate

Within 05 working days from the day on which the satisfactory application is received, the veterinary authority of the province shall conduct an inspection on site.

- If the establishment satisfies the requirements, within 03 working days from the day on which the inspection finishes, the veterinary authority shall grant the Certificate of eligibility for trading in veterinary drugs.

- If the application is rejected, a written response containing the explanation shall be made.
