Requirements for the Location of Building Armament and Explosives Warehouses

Circular 169/2018/TT-BQP was issued by the Ministry of National Defense on December 13, 2018, detailing specific requirements for the location of the construction of weapon and explosive material warehouses.

Accordingly, Circular 169 stipulates that the location for constructing warehouses for weapons and explosives must meet the following requirements:

- The site for constructing warehouses for storing weapons, explosives, and support tools for receiving and collecting must be approved by competent authorities and must be located within the technical area of the campaign-level or tactical-level weapon and ammunition warehouse, or its equivalent.- The site must have stable geology, not subject to floods or flash floods; must have enough ground area for planning the construction of warehouses and ancillary works; must have access roads for convenient issuing, receiving goods, and rescue operations. If the warehouse is constructed near the foot of a hill or mountain, it is necessary to survey and evaluate the risk of landslides, monitor and warn about landslides, and implement measures to prevent and mitigate landslide risks that can endanger the warehouse and the stored items.- The location must be far from residential areas, military, and civilian constructions, ensuring the safe distance regulations from warehouses storing weapons, explosives, and support tools for receiving and collecting, which are prone to explosions, to other warehouses and constructions that require protection.- Note that warehouses storing weapons, explosives, and support tools, which are prone to explosions, must be positioned in a safe location within the technical area, where they do not affect surrounding constructions and should be at least 55 m away from the innermost fence of the technical area of the campaign-level, tactical-level, or equivalent weapon and ammunition warehouse. If the warehouse is built near other weapon, ammunition, and explosive material warehouses on the same road axis, the warehouses must be staggered in their positions.- When constructing a warehouse, the direction of the warehouse's longitudinal axis should be as close to the East-West axis as possible, to minimize the impact of direct sunlight on the warehouse and to utilize prevailing winds for natural ventilation of the warehouse.
