Recently, the Circular 28/2014/TT-BCT was signed and promulgated by the Minister of Industry and Trade, stipulating the procedures for handling incidents in the national power system.
In Circular 28/2014/TT-BCT, the regulations on equipping protective relays and automation for electrical devices in the national power system are stipulated. Specifically:
- Electrical devices in the power system must be equipped with protective relays and automation against all types of short circuits, damages in normal operating policies by means of protective relay devices, circuit breakers, or fuses, and automated equipment including automatic adjustment and automatic failure prevention.- Protective relay and automation devices (including load shedding relays based on low frequency) must always be in operating policies, except for those relay devices which, based on operational principles, working condition policies of the energy system and selectivity, need to be isolated from operation.- Fault recording and alarm devices must always be ready for operation.- The operational regime lacking protective relay or automation equipment must be specifically regulated by the Dispatching Authority with the control rights.
Additionally, Circular 28 also sets out requirements for protective relays when putting devices into operation, specifically:
- When protective relays are detached from operation or a few types of protective relays are damaged, the remaining protective relays must ensure full protection against all types of faults and short-circuit clearing time for electrical devices and power lines.
