On December 28, 2018, Circular 54/2018/TT-BLDTBXH stipulates the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate level and college level in health and social services fields, issued by the Ministry of Labor, Invalids and Social Affairs.

According to the regulation on the minimum amount of knowledge, competency requirements that learners must achieve after graduating from intermediate and college levels in social work, issued in conjunction with Circular 54/2018/TT-BLDTBXH, the minimum skills that a college graduate in social work must achieve are as follows:
- Be able to use individual and group social work skills to provide assistance services to individuals, families, and groups to help them enhance their self-problem-solving abilities and meet their needs;
- Connect resources to contribute to improving and solving social issues;
- Apply social work knowledge and skills to treat and rehabilitate social functions for the vulnerable groups. Connect and utilize resources to develop human beings and manage society harmoniously at individual and organizational levels to prevent social evils and deviations;
- Apply social policies and advocate for clients to enjoy legitimate benefits and feedback policy adjustments;
- Apply skills such as listening, observing, interviewing, home visiting, counseling, writing reports, group communication, handling group conflicts, crisis management, and negotiation;
- Perform social research skills, planning, policy evaluation, helping models, and manage social organizations;
- Assess and identify issues in the community, mobilize resources for community development, and participate in managing and implementing community development projects;
- Analyze, evaluate, and apply service approaches for professional development;
- Use basic information technology as regulated; exploit, process, and apply information technology in the professional work of the sector;
- Use basic foreign languages, meeting level 2/6 in the Vietnam Foreign Language Competency Framework; apply foreign languages in professional work of the sector.
