Requirements for science and technology tasks of the Ministry of Agriculture and Rural Development of Vietnam

On June 28, 2024, Circular 08/2024/TT-BNNPTNT was issued amending and supplementing several articles of Circular 18/2015/TT-BNNPTNT (amended and supplemented by Circular 23/2021/TT-BNNPTNT) regulating the management of science and technology tasks of the Ministry of Agriculture and Rural Development (Hanoi, Vietnam). In particular, Clause 5, Article 1 of Circular 08/2024/TT-BNNPTNT amends the requirements for ministerial-level science and technology tasks as follows:

(1) General Requirements

- Must be urgent, meet current production needs, focusing on addressing key issues of the industry, contributing to increasing value-added and sustainable development of the agriculture and rural development sector;

- Must not duplicate ministerial-level science and technology tasks that have been or are being implemented. For inheritance tasks, clearly state the results achieved in the previous phase and the remaining issues that need to be continued;

- Must not violate intellectual property regulations, inventions, and innovations, both domestically and internationally, that have been recognized by intellectual property protection agencies.

(2) Specific Requirements for Ministerial-level Science and Technology Programs

- The objective is to create scientific and technological results serving the priority development orientations within the management scope of the Ministry of Agriculture and Rural Development (MARDR) regarding: Developing scientific and technological potential in key areas; developing priority technology directions; developing key flagship products of the industry or serving the national target program; the results of science and technology tasks must demonstrate novelty, advancement, high application potential, and meet the program's objectives;

- The content includes science and technology tasks that are directly or indirectly related to each other in terms of expertise and are suitable for domestic scientific and technological resources.

(3) Specific Requirements for Ministerial-level Science and Technology Projects

- Address scientific and technological issues directly serving key agricultural production investment projects approved by the Minister of Agriculture and MARDR;

- The results produced must ensure application and enhance the economic efficiency of the production investment project; they must be significant for the development of science and technology in the sector managed by the Ministry;

- Must be capable of mobilizing resources outside the state budget to implement.

(4) Specific Requirements for Schemes

- Must be based on tasks approved by the Government of Vietnam, the Prime Minister of Vietnam, or the Minister of Agriculture and MARDR; the coordinated programs between MARDR and other Ministries, ministerial-level agencies, Government agencies, and People's Committees of provinces and centrally run cities;

- The research results of the Scheme are proposals or draft mechanisms, policies, processes, legal normative documents that fully meet scientific and practical justifications.

(5) Specific Requirements for Projects

- Clear objectives and products;

- The proposed technology or science and technology product: Must ensure novelty, advancement compared to existing science and technology products; have the potential to create changes in productivity, quality, efficiency; completed as samples for transition to experimental production; capable of being granted exclusive patents, technical advancements, useful solutions, or protection certificates; has a designated receiving address for the results;

- For policy mechanism research projects: Must have novelty; research results must create scientific justifications, prompt solutions for addressing practical issues in formulating and implementing the Communist Party lines, policies of socio-economic development, and state laws;

- Must have feasible plans to develop technology or science and technology products in the experimental production phase.

(6) Specific Requirements for Potential Projects

- Must have an exploratory nature, creating initial materials, intermediate products, and if successfully researched, have the potential to open new research directions or create new technology products in priority areas of agriculture and rural development;

- For research creating new technology products, there must be an application address for the main results produced upon completion (if any);

- Priority given to young research leaders with high expertise (Masters, PhDs), trained abroad.

(7) Specific Requirements for Experimental Production Projects

- The technology or science and technology product of the project must originate from research results of projects evaluated and accepted by scientific and technology councils (national, ministerial, provincial level) and proposed for Experimental Production Projects implementation or results from patent exploitation and useful solutions;

- Must be capable of mobilizing financial resources outside the state budget to implement the project.
