On February 10, 2019, Circular 54/2018/TT-BLDTBXH issued by the Ministry of Labor, War Invalids and Social Affairs (MOLISA) regulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in health and social services fields takes effect.

According to the Regulations on Minimum Knowledge Volume and Competency Requirements for Students After Graduating from Intermediate and College Levels in Social Work, promulgated along with Circular 54/2018/TT-BLDTBXH, the minimum levels of autonomy and responsibility that graduates of the intermediate level in social work must achieve are as follows:
- Collaborate with colleagues, respect the law and workplace regulations, be honest and highly disciplined, meticulous, accurate, and ready to undertake assigned tasks;
- Self-awareness, good listening skills, empathy, and emotional management;
- Responsibility, appropriate professional demeanor, problem-solving capabilities. A good team spirit, proactive work execution, and industrial posture;
- Comply with the ethical codes of both the social sciences in general and social work in particular.
Moreover, after graduating from the intermediate level in social work, the learner will have the capacity to meet the requirements of various job positions in the field, including:
- Social work with the elderly;
- Social work with children and families;
- Community-based social work;
- Social work with persons with disabilities.
Note that the minimum knowledge volume and competency requirements that learners must achieve after graduating from the intermediate level in social work can be further developed at higher levels; graduates will have the capacity for self-study, self-updating scientific and technological advancements within their field to enhance their proficiency or pursue higher education in the same field, related fields, or within the same discipline group.
