Requirements for Qualifications of Directors and Deputy Directors of the Department of Culture, Sports and Tourism of Vietnam

Directors and Deputy Directors of the Department of Culture, Sports, and Tourism; Department of Culture and Sports; Department of Tourism under the People's Committees of provinces and centrally-run cities (hereinafter collectively referred to as Director of Department, Deputy Director of Department) must meet the general qualification standards as prescribed in Article 5 of Circular 09/2019/TT-BVHTTDL, specifically as follows:

- Graduated from a university or higher education suitable for the position and field of responsibility.- Graduated from Senior Political Theory school or equivalent.

- Possess a certificate of training in state management knowledge for department-level leaders and managers.- Hold a computer proficiency certificate meeting the basic information technology usage skills standards as stipulated in Circular 03/2014/TT-BTTTT dated March 11, 2014, by the Minister of Information and Communications, which regulates the standards of information technology skills or an equivalent application computing certificate.

- Possess a foreign language certificate equivalent to level 3 of the Vietnamese language proficiency framework as specified in Circular 01/2014/TT-BGDDT dated January 24, 2014, by the Minister of Education and Training, which issued a 6-level framework of foreign language proficiency for Vietnam, or possess a certificate of ethnic minority language training issued by an authorized training institution for those working in areas with ethnic minorities.

Circular 09/2019/TT-BVHTTDL stipulates that individuals considered for recruitment, appointment, reappointment, transfer, or rotation to the position of Director of Department, Deputy Director of Department must ensure general standards and specific standards for each position prescribed by the Communist Party, the State, and the standards specified in this Circular.
