Requirements for Publishing and Broadcasting Information Contents of External Affairs Press

On May 6, 2019, the Ministry of Information and Communications issued Circular 03/2019/TT-BTTTT regulating the publication and broadcasting of external information content in the press.

For external media, the publication and broadcasting of external information must comply with the following requirements:

- For information on important issues of Vietnam and the world: After receiving the viewpoint of the State of Vietnam provided by the competent authority, the publication and broadcasting are carried out as follows:

- Publication and broadcasting position: Front page for print newspapers; homepage for electronic newspapers; news bulletins for external radio and television channels;- Time of publication and broadcasting: No later than 2 hours for electronic newspapers; 5 hours for electronic newspapers that need translation; 24 hours for print newspapers; broadcast in the next news bulletin for external radio and television channels.

- For explanatory and clarifying information: Publish and broadcast in an easily accessible position, as soon as possible.- For other external information contents stipulated in Article 4 of Circular 03/2019/TT-BTTTT: Publish and broadcast within the day.- Language displayed in Vietnamese and foreign languages:

- Increase the number of foreign language articles and programs produced for publication and broadcasting in the media;- Proactively increase the number of foreign languages displayed to serve foreign information targets in different countries.
