Regarding this issue, LawNet would like to answer as follows:

1. Requirements for scientific topics, projects, and schemes in Vietnam

According to Article 5 of Circular 06/2023/TT-BKHCN, which stipulates the requirements for scientific topics, projects, and schemes:

- General requirements

+ Being urgent and important for socio-economic development, national defense, and security, and playing an important role in enhancing the national scientific and technological potential;

+ Scientific issues that need to mobilize the scientific and technological resources (scientific and technological human resources or financial resources) of the country or contribute to solving inter-regional and interdisciplinary tasks; Science and technology issues in order to solve urgent national requirements on national defense and security, natural disasters, epidemics, and scientific and technological development;

+ Not overlaping with national science and technology tasks that have been and are being performed.

- Specific requirements for the topic

Topics in the field of applied research and technology development include: natural science; science, engineering, and technology; medical science; pharmacy; and agricultural science. They must meet one of the following requirements:

* Expected technology, or scientific and technological products: (i) Having great potential to create changes in productivity, quality, and efficiency, but not yet studied and applied in Vietnam; or (ii) Having been completed in the form of samples (materials; equipment; machines; technological lines; plant varieties; animal breeds); or (iii) The possibility of being granted a patent for an invention, utility solution, or a plant variety protection patent;

* There are feasible plans for technological development or scientific and technological products in the pilot production stage.

+ Topics in the field of social science and humanities research: New; The research results ensure the creation of scientific arguments and timely solutions for solving practical problems in the planning and implementation of the Party's guidelines and policies, socio-economic development policies, and laws of the State;

+ Topics in other fields: Scientific and technological products ensure novelty and advancedness compared to the results created in Vietnam or internationally through domestic and international publications, which has important implications for socio-economic development and ensures national defense, security, and social security.

- Project-specific requirements

+ Having technology origin from: Technology transferred under a technology transfer contract; technology or scientific and technological products created from research results of technology development and application research projects that have been evaluated and accepted by the Science and Technology Advisory Council; results of exploitation of inventions and utility solutions;

+ Science and technology: technology or products are created stably at small-scale production scale and are feasible in application or product development at mass production scale;

+ Ability to mobilize resources outside the state budget for implementation.

- Specific requirements for scientific schemes

Having research results as a basis for building mechanisms, policies, and laws with sufficient scientific and practical grounds to serve the planning and implementation of the Party's guidelines, policies, and laws of the State.

2. Contents of national-level scientific and technological tasks ordered in Vietnam

- The content of the national science and technology tasks ordered is shown through:

"Name; goal-oriented; requirements for results; implementation plan", in accordance with the provisions of Article 5 of Circular 06/2023/TT-BKHCN.

- The item "Requirements for Results" includes a number of criteria, main parameters, and expected requirements on the quantity and quality of created products. Depending on the type of task, these requirements should be expressed as follows:

+ For research, application, and technology development: Requirements for novelty, requirements for technology or products at the stage of creating prototype products;

+ For social science and humanities research topics: requirements on novelty, ensuring the creation of scientific arguments and timely solutions for solving practical problems in the planning and implementation of the Party's guidelines,
socio-economic development policies and laws of the State;

+ For other topics: Requirements on novelty and advanced level of products and other requirements;

+ For the project: The economic - technical criteria to be achieved for the product and the scale of trial production;

+ For scientific projects: The requirements for the scientific and practicality of the product and other requirements.

(Article 6 of Circular 06/2023/TT-BKHCN)

Circular 06/2023/TT-BKHCN takes effect on July 9, 2023.
