Circular 34/2018/TT-BGDDT was signed and promulgated by the Ministry of Education and Training, stipulating the Continuing Education Program on Practical Japanese Language.

According to Circular 34, the teaching programs must meet the lifelong learning needs of everyone, with teaching methods that should be appropriate and meet the following requirements:

- Ensure the implementation of educational objectives.- Suit the characteristics of learners and the actual conditions regarding facilities and teaching equipment of the educational institution, locality.- Foster positivity, initiative, and creativity of learners in classroom learning and self-discipline practice at home.- Train the application of basic intellectual operations in learning activities.- Link the provision of linguistic material with context, speech situations, examine the learner's comprehension, combined with an introduction to Vietnamese reality.- Innovate teaching methods in tandem with innovating the assessment of learning outcomes.- Ensure conditions for the implementation of innovative teaching methods, gradually improving the quality and effectiveness of teaching and learning.
