Requirements for Knowledge in the Field of Social Work at College Level

On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs issued Circular 54/2018/TT-BLDTBXH stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating at intermediate level, college level for fields, and professions in health and social services.

Pursuant to the regulations on the minimum knowledge volume and the competency requirements that learners must achieve upon graduation from intermediate and college levels in social work, issued together with Circular 54/2018/TT-BLDTBXH, the minimum knowledge graduates of social work at the college level must achieve are as follows:

- Present basic knowledge about the formation and development of social work in the world and Vietnam; subjects, functions, and tasks of social work; the relationship between social work and other disciplines; crisis management, models in social work, etc.;

- Describe the history of formation and classical theories in social work: cognitive-behavioral theory, ecological theory, psychoanalytic theory, family theory, human development theory, needs theory, systems theory;

- Analyze and distinguish fundamentally the levels of social intervention: individual, group, community. Connect methods and skills in counseling to flexibly apply them to individual social work practice, group social work, and community development;

- Describe different access models to assist individuals with problems in life; research knowledge and policy formulation;

- Generalize knowledge on managing and administering activities and services that assist individuals, families, and groups;

- Present basic knowledge about politics, culture, society, law, national defense and security, and physical education as prescribed.

Moreover, the minimum requirements for the level of autonomy and responsibility that learners must achieve are as follows:

- Cooperate with colleagues, respect the law and regulations at the workplace, be honest and highly disciplined, meticulous, accurate, and ready to take on assigned tasks;

- Self-awareness, good listening skills, empathy, and emotional management;

- Responsibility, appropriate behavioral attitudes, rational problem-solving skills. Have a good team spirit, proactively complete assigned tasks, and exhibit an industrial manner;

- Comply with ethical norms in social sciences in general and social work in particular.
