Requirements for Knowledge and Responsibilities in the Midwifery Industry at Intermediate Level

Effective from February 10, 2019, Circular 54/2018/TT-BLDTBXH stipulating the minimum volume of knowledge and competency requirements that learners must achieve upon graduation from intermediate level, college level in the fields of health and social services of the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) will take effect.

According to the Regulation on Minimum Volume of Knowledge, Competency Requirements that Learners Must Achieve After Graduating the Intermediate Level, College Level in the Midwifery Sector, issued together with Circular 54/2018/TT-BLDTBXH, the minimum knowledge required for learners to achieve after graduating in midwifery at the intermediate level is specified as follows:

- Present the legal regulations in the work of patient care, regulations on the Law on Medical Examination and Treatment to practice according to statutory regulations and suitable with responsibilities, duties, and professional competence within the scope of the profession;

- Identify the role, scope of practice of a Midwife in the work of health care for women, mothers, and newborns;

- Explain the causes, symptoms, and treatment directions for patients to plan patient care;

- Present knowledge in the field of obstetrics, neonatology, sociology, public health, and professional ethics as a foundation for appropriate care for mothers, newborns, and their families, suitable with the cultural factors of the community;

- Present basic knowledge about politics, culture, society, law, national defense, security, and physical education as required.

Additionally, the requirements for the level of autonomy and responsibility that learners must achieve are as follows:

- Work independently or work in groups, solving tasks under changing working conditions;

- Strictly adhere to the regulations on medical ethics, professional regulations, and legal requirements related to midwifery and other healthcare regulations;

- Coordinate well with colleagues in performing tasks and solving practical situations;

- Take personal responsibility and responsibility towards the group;

- Evaluate the quality of work after completion and the results of personal performance.
