Requirements for issuance of certificate of competency of seafarers of Vietnamese-flagged ships

This is a notable content specified in Circular No. 03/2020/TT-BGTVT issued by the Minister of Transport of Vietnam prescribing standards of competence, professional certificates, training for seafarers, and minimum safe manning requirements for Vietnamese-flagged ships.

According to Circular No. 03/2020/TT-BGTVT of the Ministry of Transport of Vietnam, requirements for issuance and re-issuance of certificate of competency of seafarers of Vietnamese-flagged ships are specified as follows:

- Meet requirements relating to age and medical fitness as prescribed.

- Hold qualifications in:

+ control engineering, marine vessel engine operation or marine electrical engineering under training programs prescribed by the Ministry of Education and Training or the Ministry of Labor, War Invalids and Social Affairs;

+ the training majors specified above, issued by foreign training institutions and recognized by the Ministry of Education and Training;

+ maritime officer training programs as prescribed by the Minister of Transport.

Note: In the following circumstances, a candidate shall complete the training program or take additional subject(s):

+ The candidate holds a qualification in a major of the same category with one of the majors, including control engineering, marine vessel engine operation or marine electrical engineering, maritime officer training programs, issued by a training institution that is not a maritime training institution;

+ The candidate holds a qualification in engine repair issued by a maritime training institution;

+ The candidate holds a qualification in control, machinery or technical engineering of inland waterway ships issued by a training institution specialized in inland waterway.

Moreover, in order to be issued with the certificate of competency, seafarers of Vietnamese-flagged ships must meet the requirements relating to competencies and tenure for corresponding capacities specified in Article 24 through 42 of Circular No. 03/2020/TT-BGTVT of the Ministry of Transport of Vietnam.
