On July 31, 2024, the Minister of Natural Resources and Environment of Vietnam issued Circular 09/2024/TT-BTNMT regulating the contents, structures, and types of information of the national land database, and technical requirements for application software of the National Land Information System.

Requirements for functions of the application software of the National Land Information System in Vietnam from August 1, 2024 

According to Article 15 of Circular 09/2024/TT-BTNMT, the application software of the National Land Information System in Vietnam must meet the following functional requirements:

* System and database administration functions requirements  in Vietnam

- Manage, supervise, grant accounts, and assign permissions for user groups; backup, restore data; manage, and report system access status and land information exploitation by users;

- Manage, supervise the connection, integration, and sharing of the national land database with other national databases and information systems;

- Meet the requirements on the content design and structure of the national land database;

- Meet the requirements for exchanging and inheriting the results of building land databases of localities.

* Central management, operation, updating, and exploitation of the land database functions requirements in Vietnam

- Meet the requirements for digitization and managing the process of transferring files according to administrative procedures on land;

- Meet the requirements for managing, operating, updating, and exploiting the land database managed by the central authority;

- Meet the requirements for summarizing and reporting to support decision-making from the land database managed by the central authority.

* Local land management functions requirements in Vietnam

- Meet the requirements for digitizing professional processes and file transfer processes according to land administrative procedures;

- Meet the requirements for managing, operating, updating, and exploiting the land database managed by the locality;

- Meet the professional land management requirements of the locality;

- Meet the requirements for summarizing and reporting to support decision-making from the land database managed by the locality;

- Meet the requirements for connecting, synchronizing, and integrating land data with the national land database.

* Land data information exchange and sharing functions requirements in Vietnam

- Meet the requirements for interconnection and sharing land data with the National Public Service Portal, Ministry of Natural Resources and Environment's administrative procedures resolution system;

- Meet the requirements for interconnection and sharing land data with the provincial administrative procedures resolution system;

- Meet the requirements for interconnection and sharing land data with the tax authorities;

- Meet the requirements for interconnection and sharing land data with the national population database;

- Meet the requirements for interconnection and sharing land data with the national legal document database;

- Meet the requirements for interconnection and sharing land data with inspection databases and the national database on citizen reception, complaint handling, denunciation, petition, and reflection;

- Meet the requirements for connecting and sharing data when localities perform land administrative procedures to the national land database;

- Meet the requirements for connecting and sharing land data with other national databases and the databases of ministries and sectors.

* User support functions requirements in Vietnam

- Record user feedback and provide online assistance from the software;

- Automatically update technical patches.

* Detailed requirements for software functionalities are stipulated in Appendix V issued with Circular 09/2024/TT-BTNMT.
